KEDIRI – Munculnya Surat Edaran (SE) Bupati Dhito melalui Sekda Dede Sudjana, tentang Jam Kerja Kepala Desa (Kades) dan Perangkat Desa, yang menetapkan jam kerja mulai 07.30 sampai 15.30, direspon berbeda-beda oleh sejumlah Kades, perangkat desa, dan masyarakat. Sebagian merasa senang, karena berharap Kades dan perangkat bisa selalu di kantor..

Namun, mayoritas kurang yakin SE jam kerja itu bisa efektif, mengingat situasi layanan di desa-desa berbeda dengan layanan kantor. Sehingga cuek, karena SE itu sulit diaplikasikan di desa. “Mungkin karena dia (Dhito, red) Bupati baru. Jadi kurang memahami layanan di desa. Mungkin maksudnya baik, tapi kurang pas,”ujar salah seorang pembaca kediripost, yang memberikan tanggapan balik atas berita tentang SE jam kerja.
“Yo malah peneran. Malam bisa enak tidur. Orang mo minta surat ya suruh ke balaidesa saja besoknya,”kata pembaca yang lain.
“Wah bagus itu. Dhito memang top. Biar perangkat gak keluyuran waktu jam kantor. Mosok jam 11 sudah pulang, macul ke sawah,”ujar yang lain.

Sementara di sisi lain, ada juga Kades yang merespon SE itu dengan menempelkan pengumuman terkait jam kerja di balaidesa. Yang menyebutkan tentang jam kerja di balaidesa. Jam layanan admin, dan jam kerja versi pemerintah desa.
Ada juga yang merespon dengan membuat piket perangkat desa agar tetap ada orang di balaidesa, selain tenaga administrasi. “Di desa itu bukan sekadar layanan administrasi, tapi layanan sosial sangat penting. Layanan sosial ini yang tidak bisa dibatasi jam kerja,”ujar salah satu perangkat desa.
Sementara itu, Sekretaris Paguyuban Kepala Desa (PKD) Kabupaten Kediri, Abdul Khamid, menjelaskan SE jam kerja bagi Kades dinilai baik-baik saja. Tetapi tidak bisa diterapkan begitu saja. Harus mengakomodir kearifan lokal di desa. “Kalau ada Kades atau perangkat yang memaknai SE itu bahwa jam kerja mereka sebatas jam yang ditentukan, di luar jam itu mereka tidak mau melayani, masyarakat yang repot dan bisa terjadi konflik antara perangkat dan masyarakat,”ujar Khamid.
Khamid memberikan contoh kasus, misalnya ada kematin di sore atau malam hari di luar jam kerja, warga menginginkan pemakaman malam hari, tapi Kaur Kesra atau modin tidak mau melayani, perangkat desa bisa diolok-olok oleh warga. “Kalau ada pertengkaran antar warga di malam hari, kan juga harus segera ditangani saat itu juga. Saat ini yang dibutuhkan adalah regulasi yang bisa mengakomodir kearifan lokal desa, untuk memaksimalkan layanan masyarakat,”jelasnya.
Paradigma pemerintah sekarang, lanjut Khamid, adalah melayani, termasuk pemerintah desa. “Maka kades dan perangkat desa, kita punya kewajiban moral melayani warga desa setiap saat dan setiap waktu baik di kantor maupun di luar kantor,”tandas Khamid. (mam)
