Jembatan Brawijaya, Semua Diatur PT. SGS?
KEDIRI – Kasus dugaan korupsi pada proyek jembatan Brawijaya, Kota Kediri, yang kini sedang dalam persidangan di Pengadilan Tindak Pidana Korupsi (Tipikor) Surabaya, ternyata hampir semuanya yang ‘mengatur’ adalah PT SGS, pelaksana proyek. Gambaran itu, terungkap pada persidangan lanjutan di Pengadilan Tipikor dengan terdakwa Tjahjo Widjojo alias Ayong, komisaris PT. SGS, Kamis (3/6/21).
TIDAK ADA BUKTI REKENING? : Tumpukan barang bukti dari Jaksa Penuntut Umum (JPU) pada persidangan Tipikor kasus jembatan Brawijaya di PN Surabaya, Kamis (3/6/21) dengan terdakwa
Irwanto, salah satu saksi yang dihadirkan Jaksa Penuntut Umum (JPU) dari PT. SGS, di depan persidangan menjelaskan mengakui bahwa tender proyek Jembatan Brawijaya itu settingan. Dari tujuh perusahaan yang mengikuti tender, hampir semuanya diatur oleh PT. SGS, mulai nilai penawaran yang diajukan, perusahaan mana saja yang akan mengikuti tender, RAB, dan sebagainya. PT SGS justru tidak mengikuti tender. “Yang melakukan tim teknis,”ujar Irwanto.
Pada tender proyek itu, pemenangnya adalah PT. Fajar Parahyangan. Namun pelaksana di lapangan adalah PT. SGS. Sedangkan pada laporan-laporan administrasi, tetap atas nama PT. Parahyangan, meskipun semuanya yang mengurus orang dari PT. SGS. Baru di tengah jalan, kemudian secara administrasi juga menggunakan PT. SGS.
Berkaitan dengan jaminan keuangan atau kredit untuk melaksanakan proyek itu dengan Surat Perintah Kerja (SPK) di Bank Jatim, juga bukan dari PT. Fajar Parahyangan, tetapi dengan PT. SGS. “Jaminannya dengan sertifikat tanah,”tambah Irwanto.
Pada persidangan tersebut, juga sempat terjadi ketegangan antara majelis hakim dengan JPU. Saat menanyakan ke saksi Fajar Purnomo. Saksi Fajar mengaku rekeningnya dipinjam oleh dr. Syamsul Ashar untuk menerima transfer uang, yang kemudian diduga dari PT. SGS. Namun JPU tidak mampu menunjukkan bukti rekening itu untuk memastikan bahwa uang yang ditransfer itu benar-benar dari PT.SGS untuk dr. Samsul Ashar. “Tidak semua bukti dari Polda diberikan ke kita yang mulia (majelis hakim,red), “ kata JPU.
Karena JPU tidak ada bukti, ketegangan antara JPU dan majelis hakim tak bisa dihindarkan. Majelis hakim ngotot minta bukti rekening itu ditunjukkan di persidangan. Apapun caranya. Kalau perlu, JPU meminta bukti rekening itu ke Polda agar bisa ditunjukkan di persidangan. “Saya tidak mau tahu bagaimana caranya,”kata hakim.
Sidang yang berjalan pada malam hari itu, akhirnya ditunda satu minggu, dengan agenda mendengarkan keterangan para saksi dari JPU. (mam)

No Proof of Account, Judge v Prosecutor Tense
KEDIRI – The case of alleged corruption in the Brawijaya bridge project, Kediri City, which is currently under trial at the Surabaya Corruption Court (Tipikor), turns out that almost all of the ‘regulation’ is PT SGS, the project implementer. This picture was revealed at a follow-up trial at the Corruption Court with the defendant Tjahjo Widjojo alias Ayong, commissioner of PT. SGS, Thursday (3/6/21).
Irwanto, one of the witnesses presented by the Public Prosecutor (JPU) from PT. SGS, in front of the trial, explained that he admitted that the tender for the Brawijaya Bridge project was arranged. Of the seven companies participating in the tender, almost all of them are regulated by PT. SGS, starting from the value of the bids submitted, which companies will participate in the tender, RAB, and so on. PT SGS actually did not participate in the tender. “The technical team will do it,” said Irwanto.
In the project tender, the winner is PT. Dawn of the Parahyangan. However, the executor in the field is PT. SGS. While on administrative reports, still on behalf of PT. Parahyangan, although everyone who takes care of the people from PT. SGS. Just in the middle of the road, then administratively also use PT. SGS.
With regard to financial or credit guarantees to carry out the project with a Work Order (SPK) at Bank Jatim, also not from PT. Fajar Parahyangan, but with PT. SGS. “The guarantee is with a land certificate,” added Irwanto.
During the trial, there was also tension between the panel of judges and the prosecutor. When asking the witness Fajar Purnomo. Witness Fajar admitted that his account was borrowed by dr. Syamsul Ashar to receive the money transfer, which was later suspected of being from PT. SGS. However, the Public Prosecutor was unable to show proof of the account to ensure that the money transferred was really from PT. SGS for dr. Samuel Asr. “Not all of the evidence from the Regional Police has been given to us, Your Honor (the panel of judges, ed),” said the Public Prosecutor.
Because the Public Prosecutor has no evidence, tensions between the Public Prosecutor and the panel of judges cannot be avoided. The panel of judges insisted that the proof of the account be shown at trial. Either way. If necessary, the Public Prosecutor will ask the Police for proof of the account so that it can be shown at trial. “I don’t want to know how,” said the judge.
The trial, which took place that night, was finally adjourned for a week, with the agenda of hearing the testimony of the witnesses from the Public Prosecutor. (mom)
