Dikelola oleh PT, Gaji Dipotong 25 Persen
KEDIRI – Pengelolaan parkir di halaman RSUD Pare, yang kini disebut RS Kabupaten Kediri (RSKK) dilaporkan warga ke Bupati Hanindhito Himawan Pramana alias Dhito. Bukan persoalan legal atau ilegal, tapi persoalan pengelolanya. Sebab, sejak Mei 2020 lalu, parkir yang semula dikelola oleh warga sekitar, kini dikelola PT. Calnin Sejahtera Abadi (LSA). “Kalau pengelolanya harus lembaga, mestinya iu bisa dikelola oleh BUMDes (Badan Usaha Milik Desa), agar manfaatnya ke warga sekitar lebih banyak,”ujar Zuhri Nasrullah, warga Pare, saat hadir di Ngopi Bareng bersama MasBup di balai Desa Padangan, Kecamatan Kayen Kidul, Jumat (4/6/21).

Menurut Zuhri, sebelumnya parkir di RSKK (dulu RSUD Pare,red) itu warga sekitar. Sebagian hasilnya, bisa dibagi untuk pendapat asli desa, bantuan ke fasilitas umum yang ada di desa seperti musholla, masjid, dan fasum lain.

Selain itu, pendapatan petugas parkir lebih tinggi dibanding saat dikelola PT. LSA. Saat parkir dikelola warga, pendapatan petugas parkir rata-rata bisa Rp 2,5 juta sampai Rp 3 juta per bulan. Sedangkan saat dikelola PT. LSA, pendapatan petugas parkir jauh berkurang. Sebab, gaji mereka dihitung per hari Rp 53.115 atau sekitar Rp 2 juta per bulan, jika bekerja 31 hari. Jika bekerja tidak penuh 31 hari, maka gaji akan dipotong sesuai hari kerja.
Gaji itu masih dipotong 25 persen. Alasannya, karena pandemi Covid 19. Sehingga, pendapatan mereka berkurang lagi, hingga tinggal sekitar Rp 1.6 juta. Malah, sempat mereka digaji sekitar Rp 900 ribu. “Perpindahan dari pengelolaan warga ke PT itu, hanya diberitahukan lewat surat berkop PT secara tiba-tiba, tanpa kesepakatan. Pemotongan gaji 25 persen juga tanpa kesepakatan (sepihak,red),”tandasnya.
Sementara itu, Bupati Kediri Dhito usai Ngopi bareng menjelaskan, dia akan segera berkoordinasi dengan direktur RSKK Ibnu Gunawan, terkait pengelolaan parkir itu. Dia masih belum berani mengambil keputusan soal parkir itu. Tetapi, jika memang memungkin parkir itu dikelola oleh BUMDes, sebaiknya dikelola BUMDes. “Saya akan segera koordinasi dengan direktur RSKK,”kata Dhito. (mam)

According to Zuhri, previously parking at the RSKK (formerly RSUD Pare, ed) were local residents. Some of the proceeds can be shared for original village opinions, assistance to public facilities in the village such as prayer rooms, mosques, and other public facilities.
In addition, the income of parking attendants is higher than when managed by PT. LSA. When parking is managed by residents, the average parking attendant’s income can be IDR 2.5 million to IDR 3 million per month. Meanwhile, when managed by PT. LSA, parking attendant income is much reduced. Because, their salary is calculated per day Rp 53,115 or around Rp 2 million per month, if they work 31 days. If the work is not full 31 days, the salary will be deducted according to the working days.
The salary is still cut by 25 percent. The reason is because of the Covid 19 pandemic. Thus, their income has decreased again, until they are only around Rp. 1.6 million. In fact, they were paid around Rp 900 thousand. “The transfer from the management of the residents to the PT, was only notified by letterhead of the PT all of a sudden, without an agreement. A 25 percent salary cut is also without a (unilateral, red) agreement,” he said.
Meanwhile, Kediri Regent Dhito after drinking coffee together explained that he would immediately coordinate with the director of RSKK Ibnu Gunawan regarding the parking management. He still has not dared to make a decision about the parking. However, if it is possible that parking is managed by BUMDes, it should be managed by BUMDes. “I will immediately coordinate with the director of the RSKK,” said Dhito. (mom)
