Harus Tegaskan Zona Hijau dan Kuning
KEDIRI – Revisi Perda rencana tata ruang wilayah atau RTRW yang sekarang sedang dalam pembahasan di DPRD Kabupaten Kediri, dinilai masih rawan terjadinya ‘perselingkuhan’. Karena banyak kejadian sebelumnya, kawasan atau zona hijau yang seharusnya untuk sektor pertanian dan ketahanan pangan malah digunakan untuk pembangunan pabrik dan perumahan. “Pada praktiknya nanti, RTRW harus tegas menetapkan mana yang masuk zona hijau dan masuk zona kuning,”ujar Taufik Chavifudin, anggota DPRD Kabupaten Kediri dari PPP.

Untuk bisa mengefektifkan RTRW, maka Perda RTRW itu harus ditindaklanjuti dan ditopang dengan oleh RDTRK atau Rencana Detail Tata Ruang Kecamatan. Masalahnya, selama ini RDTRK yang seharusnya bisa menjadi ‘kaki dari pelaksanaan RTRW tidak terselesaikan. Sehingga kurang jelas area-area zona hijau dan zona kuning, yang tidak boleh dibangun pabrik dan perumahan misalnya. “Kalau nanti RDTRK tidak diselesaikan setelah Perda RTRW, ya akan tetap terjadi ‘perselingkuhan’ kepentingan dalam zonasi,”tandas Taufik.
Menurut Taufik, kawasan Lingkar Wilis yang direncanakan akan dilalui proyek jalan tol Kediri-Tulungagung juga harus dibahas secara detail. Jangan sampai zona hijau masuk dalam lahan proyek yang kemudian justru melanggar RTRW itu sendiri. Prediksi perkembangan pembangunan Kediri ke depan juga harus dipikirkan dan dimasukkan di RTRW, agar penataan wilayah bisa lebih baik dan terjaga, arah pembangunan juga lebih jelas,”tambah Taufik.
Seperti diberitakan sebelumnya, DPRD Kabupaten Kediri kini sedang membahas revisi Perda RTRW yang mengakomodir sejumlah proyek besar yang melalui Kediri, antara lain proyek bandara, jalan tol, dan jalur kereta api Simpang Lima Gumul (SLG) menuju bandara, termasuk rencana pembangunan jalan Kediri tembus Ponorogo. So it is less clear that the green zone and yellow zone areas, for example, are not allowed to build factories and housing. “If later RDTRK is not completed after the RTRW Perda, yes, there will still be ‘infidelity’ of interests in zoning,” said Taufik.
According to Taufik, the Ring Wilis area which is planned to be traversed by the Kediri-Tulungagung toll road project must also be discussed in detail.
