Ubah Isi Perjanjian, dari Luas 72.851 m2 ke 76. 361 m2
KEDIRI – Walikota Kediri, Abdullah Abu Bakar, terkesan seakan-akan benar-benar ingin ‘menyerahkan’ lahan SHP 33 ke pengembang PT. SK Bangun Persada secara ‘gratis’. Salah satu indikasinya, Walikota membuat perjanjian baru dengan PT. SK Bangun Persada, April 2021, di tengah – tengah Pansus SHP 33 DPRD Kota Kediri sedang berjalan dan belum ada rekomendasi. Diduga, perjanjian baru itu untuk ‘menekan’ agar Pansus bersedia menyetujui pelepasan aset SHP 33 tanpa melalui proses ruilslag dari awal dan tanpa tambahan kompensasi apapun.

Isi perjanjian baru dengan tambahan (addendum), yang dilakukan April 2021, itu serupa dengan perjanjian tahun 2014. Namun, ada beberapa perbedaan signifikan di dalamnya. Pertama, Pemkot memasukkan lahan SHP 33 seluas 3.510 m2 sebagai bagian dari lahan yang akan dilepas ke PT. SK. Bangun Persada. Sedangkan di sisi pengembang, PT. SK Bangun Persada, tidak memberikan tambahan kompensasi apapun untuk diserahkan ke Pemkot.
Kedua, pada perjanjian 2014 disebutkan luas lahan Pemkot yang diserahkan / ditukarkan ke PT Bangun Persada total seluas 72.851 m2, yang berada di 16 titik lokasi. Sedang pada perjanjian baru tahun 2021, luas lahan yang diserahkan menjadi 76. 361 m2 dengan 17 titik lokasi, yaitu dengan penambahan lahan SHP 33. Sebaliknya, di sisi PT. SK Bangun Persada, baik pada perjanjian pada 2014 maupun perjanjian baru 2021, lahan yang diserahkan ke Pemkot Kediri tetap, yaitu seluas 102.631 m2, yang berada di 25 titik lokasi.
Pada isi inilah setidaknya, muncul kesan sangat kuat, bahwa Pemkot seakan sengaja ingin menyerahkan lahan SHP 33 ke PT. SK Bangun Persada secara ‘gratis’. Wajar, jika kemudian muncul sejumlah pertanyaan di sebagian masyarakat. Ada apa sebenarnya di balik ini?
Namun, Pemkot tidak mau sendirian dalam menyerahkan lahan SHP 33 ini. Pada perjanjian baru itu dibuatkan pasal tersendiri, yang intinya bahwa pelepasan dan penyerahan SHP 33 akan dilakukan setelah mendapat persetujuan dari DPRD Kota Kediri.
Sementara itu, Kepala Dinas Komunikasi dan Informasi (Kominfo) Pemkot Kediri, Apip Permana, saat dikonfirmasi terkait hal tersebut, melalui pertanyaan yang dikirimkan melalui saluran whatsApp, hingga Selasa (27/4/2021) sore, belum memberikan jawaban. Baik terkait pertanyaan mengapa Walikota atau Pemkot terkesan ngotot ingin memberikan lahan SHP 33 secara ‘gratis’.
Kedua, terkait pada perjanjian tahun 2014 bahwa lahan yang diserahkan Pemkot tegas seluas 72.851 m2 dengan tanah pengganti 102.631 m2. Tapi pada perjanjian baru, April 2021, tanah yang diserahkan Pemkot bertambah menjadi 76. 361 m2. Namun, tanah tanah yang diserahkan pengembang tetap 102.631 m2. “Durung,”kata Apip, menjawab pertanyaan kediripost, tentang apakah pertanyaan konfirmasi yang diajukan kediripost sudah mendapat jawaban atau belum.
