Mencermati Dinamika Pengisian Kekosongan Wawali Kediri (1)

Proses pengisian sisa masa jabatan Wakil Walikota (Wawali) Kediri, yang kosong setelah ditinggalkan (almh) Hj. Lilik Muhibbah, diprediksi akan sangat dinamis. Pertama, munculnya isu perseteruan di internal partai pengusung utama, PAN Kota Kediri. Ke dua, urgensi diisi atau tidaknya Wawali. Ke tiga, kepentingan transaksional politik di dewan. Ke empat, peluang perebutan Walikota di Pilkada 2023 mendatang.
Konflik di internal PAN yang kemudian memunculkan gerbong kubu Abdul Bagi (ketua DPD PAN Kota Kediri) dan Reza Darmawan (Anggota DPRD Kota Kediri), cukup mewarnai dinamika isu politik yang dikaitkan dengan pengisian Wawali, paska Munas PAN di Kendari, Februari 2020. Yang kebetulan, DPD PAN Kota Kediri berbeda kubu dan pilihan dengan ketua umum PAN Zulkifli Hasan (Zulhas) yang terpilih kembali.
Begitu Zulhas terpilih kembali, langsung berpengaruh di Kota Kediri. Reza Darmawan dkk, melakukan gerakan yang ditafirkan sebagian pengamat seakan langsung mengibarkan ‘bendera perang’ melawan kubu Bagi, dengan mengirimkan portofolia untuk maju sebagai Wawali ke NasDem dan PAN. Muncul juga isu bahwa Bagi seakan sudah dipecat dari ketua DPD PAN Kota Kediri, entah dari siapa isu itu muncul. Juga muncul isu bahwa Reza, sang politisi energik itu, sudah mendapatkan SK atau rekomendasi dari DPP PAN untuk menjadi Wawali.
Sementara di Kubu Bagi, tampak berusaha tenang menghadapi berbagai isu itu dengan segala kematangan dan pengalaman politiknya. Ternyata, Bagi tetap kukuh di posisi Ketua DPD PAN. Belum ada yang bisa menunjukkan surat resmi dari DPP terkait isu pergantian ketua DPD PAN yang dihembuskan maupun surat rekomendasi calon Wawali dari DPP PAN. Kemudian muncullah nama Agus Pujihadi, Bendara DPD PAN yang sekaligus salah satu deklarator PAN Kota Kediri, dengan pembawaan yang tenang, yang siap bersaing dengan dengan Reza untuk mengisi posisi Wawali.
Musyawarah Wilayah (Muswil) PAN Jawa Timur yang berlangsung Sabtu (19/12/2020) lalu, yang sudah menentukan nama-nama formatur untuk menentukan ketua DPW PAN Jawa Timur, diprediksi akan ikut berpengaruh besar pada peta kekuatan di internal PAN, tentang siapa yang berpeluang besar diusung sebagai Cawawali, Agus Pujihadi atau Reza Darmawan. Jika Walikota Abdullah Abu Bakar berhasil menduduki ketua DPW PAN Jatim, diprediksi peluang Agus Pujihadi jauh lebih besar. Namun, jika ketua DPW PAN jatuh ke tangan Ruba’i, diprediksi peluang Reza lebih besar.
Sedangkan peta ‘pertarungan’ di dewan, sudah mulai terlihat pada penentuan Tata Tertib (Tatib) pemilihan yang digodok Pansus Tatib. Dicoretnya pasal 6 ayat 3 Tatib ‘Anggota DPRD yang ditetapkan sebagai calon Wakil Walikota sebagaimana dimaksud ayat (1) wajib mengundurkan diri dari jabatannya sebagai anggota DPRD’ dengan alasan karena pengisian sisa jabatan Wawali dilakukan DPRD, bukan pilihan langsung rakyat, sehingga bisa mengabaikan UU No. 10 tahun 2016 pasal 7 ayat 2 huruf S dan PKPU, yang mewajibkan anggota dewan yang mencalonkan diri sebagai kepala daerah / wakil kepala daerah harus mundur dari jabatannya sebagai anggota dewan. Tatib pemilihan Wawali di DPRD Kota Kediri itu, sebenarnya juga mencantumkan UU No. 10 tahun 2016 sebagai salah satu dasar pembuatan Tatib.
Pencoretan pasal keharusan pengunduran diri anggota dewan itu, ditafsiri oleh sebagian pengamat, sudah menguntungkan Kubu Reza. Karena sebagai anggota DPRD, Reza bisa memilih dirinya sendiri dan tidak ada konsekwensi hilangnya jabatan anggota dewan, jika dia kalah di pemilihan.
Pencoretan ini, sekaligus memberikan peluang sejumlah anggota dewan yang lain, untuk ikut berebut posisi Wawali, tanpa takut kehilangan jabatan. Sehingga bakal calon Wawali bisa lebih banyak dan lebih dinamis.
Pencoretan pasal itu, di masyarakat juga memunculkan pro kontra. Berdasarkan feedback berita di Kediripost, ada yang mendukung dan ada yang mencibir. Mendukung karena mayoritas menilai politik lebih dinamis, mencibir karena menilai dewan seenaknya sendiri dan kemaruk, berani maju tapi takut risiko. Akankah di internal PAN akan kembali bersatu? Meanwhile in Kubu Bagi, he seemed to be trying to be calm in facing these various issues with all his political maturity and experience. As it turned out, Bagi remained firmly in the position of Chairman of the PAN DPD. No one has yet been able to show the official letter from the DPP regarding the issue of the replacement of the chairman of the PAN DPD which was blown or the recommendation letter for the candidate for Wawali from the DPP PAN. Then came the name Agus Pujihadi, the PAN DPD chief who was also one of the PAN city declarators of Kediri, with a calm demeanor, who was ready to compete with Reza to fill the position of Wawali.

Article 6 paragraph 3 of the Standing Orders ‘Election of DPRD members who are appointed as candidates for Deputy Mayor as referred to in paragraph (1) must resign from their position as DPRD members’ on the grounds that the filling of the remaining position of Mayor is carried out by DPRD, not a direct choice of the people, so they can ignore Law No. . 10 of 2016 article 7 paragraph 2 letter S and PKPU, which obliges council members who run for regional heads / deputy regional heads must resign from their positions as council members. The rules for the election of the mayor in the Kediri City DPRD actually also include Law no. 10 of 2016 as one of the bases for making Standing Orders
Some observers say that the article requiring resignation of council members has benefited Reza’s camp. Because as a member of the DPRD, Reza can elect himself and there is no consequence of losing his position as a member of the council, if he loses the election.
This removal, at the same time provided the opportunity for a number of other members of the board to join in competing for the position of Wawali, without fear of losing their position. So that the prospective Wawali candidates can be more numerous and more dynamic.
