Dana BOS  ‘Disunat’, Guru Geruduk Kemenag

 

2021 Gunakan EMIS, Harus Tertib Sejak Awal

KEDIRI – Ratusan guru dan pengelola madrasah se-Kabupaten Kediri, menggelar aksi demonstrasi Kamis (5/10/20) menuntut agar dana Bantuan Operasional Siswa (BOS) ke madrasah – madrasah untuk segera dikembalikan ke 100 persen, karena dana yang mereka terima tidak sesuai dengan kuota siswa, rata-rata yang mereka terima hanya sekitar 50 persen selama pandemi.

 Dalam aksinya, mereka melakukan orasi dengan membawa mobil soundsistem, membawa spanduk dan poster – poster berisi kecaman pemotongan dana BOS ke madrasah, ‘Kami sudah sunat, jangan disunat lagi’ ‘Promo Diskon 50 Persen Kuota BOS Madrasah’ ‘Cukup Cintaku yang Kandas, BOS jangan’ dan sebagainya. Mereka sangat membutuhkan dana BOS, karena  sangat menopang pembiayaan madrasah swasta, yang umumnya kondisinya kekurangan.

Nurul Fuad Asshofi, Kepala MA Arrosyaad, Balong, Kecamatan Ringinrejo, menjelaskan aksi ini digelar karena adanya pengurangan dana bos 50% yang dialami mandrasah. “Salah satu contohnya di sekolah saya sendiri, siswa saya keseluruhan ada 135 siswa,  kemudian karena ada pengurangan ini yang menerima hanya 64 siswa, yang lainnya bagaimana?” ungkapnya.

Selain itu, mereka juga menuntut belum keuarnya ijazah. Pasalnya, para orang tua siswa sudah menanyakan kapan akan dikeluarkan ijazah anak mereka. “Yang belum keluar itu mayoritas di madrasah swasta. Saat ini para guru mendapat tekanan dari orang tua siwa karena anak mereka belum mendapatkan ijazah. Untuk madrasah negeri sudah keluar,” tambahnya.

Setelah melakukan orasi beberapa saat, perwakilan madrasah itu melakukan pertemuan tertutup di ruang Kepala Kemenag. Mereka antara lain ditemui oleh Kepala Kemenag Zuhri, Kasi Pendidikan Madrasah, Enim Hartono, Sugiyo, Kasi Kurikulum dan Kesiswaan Kanwil Kemenag Jawa Timur, dan sejumlah pejabat lain di lingkungan Kemenag Kabupaten Kediri yang lain.

Sekitar 1 jam melakukan pertemuan, mereka kemudian menemui para guru yang demonstrasi di depan kantor Kemenag dan menyampaikan bahwa tuntutan mereka dipenuhi. BOS akan dicairkan pada November ini. Kepastian cairnya dana BOS itu, langsung disambut suka cita oleh para guru dan pengelola madrasah itu.

Enim Hartono, Kasi Pendidikan Madrasah Kemenag Kabupaten Kediri, menjelaskan pengurangan dana BOS itu terjadi secara nasional karena adanya pemerataan. Hanya, pengurangannya masing-masing daerah tidak sama. “Kalau pengurangan Rp 100 ribu itu, itu penghematan dari kebijakan refocusing, sesuai Peraturan Dirjen Pendis. Soal pemotongan 50 persen, karena usulannya memang tidak semuanya disetujui. Misalnya mengusulkan 40, yang direalisasi langsung 30, yang diserahkan tahap pertama 20. Sisanya, diserahkan setelah monitoring dan evaluasi. Itulah yang memicu seolah-olah ada pemotongan 50 persen. Padahal itu karena pengurangan,”tandasnya.

Terkait dengan ijazah yang belum keluar, Enim menyebut ijazah memang mengalami kekurangan secara nasioanal. Di Jawa timur ada kekurangan sekitar 20.000 ijazah. “Jika ada siwa yang membutuhkan fotokopi ijazah, bisa berkoordinasi dengan Kasi, agar diberikan surat keterangan Lulus sementara,”tambahnya.

Sementara itu, Sugiyo, perwakilan Kemenag Jawa Timur yang hadir pada aksi itu, menjelaskan tahun 2021 data siswa akan berbasis system manajemen pendidikan atau EMIS (Education Manajemen Information Sistem). Sehingga jika data siswa baru di madrasah swasta tidak dimasukkan EMIS sesuai jadwal, mereka tidak akan bisa mendapatkan BOS tahun itu. “Karena di madrasah swasta sering menerima siswa di tengah jalan atau tidak segera memasukkan data siswa ke EMIS. Situasi ini menjadi bagian dari masalah pendataan siswa dan pencairan BOS,”jelasnya. (sul/mam)

In the action, they made speeches by carrying sound system cars, carrying banners and posters condemning the cuts to BOS funds to the madrasah, ‘We have been circumcised, don’t get circumcised again’ ‘Promo 50% Discount for Madrasah BOS Quota’ ‘ don’t ‘and so on. They really need BOS funds, because they are very supportive of the financing of private madrasahs, which are generally in short condition.
Nurul Fuad Asshofi, Head of MA Arrosyaad, Balong, Ringinrejo District, explained that this action was held because of the 50% reduction in boss funds experienced by mandrasahs. “One example in my own school, my students are 135 students in total, then because of this reduction, only 64 students are accepted, what about the rest?” he said.
In addition, they also demanded that a diploma was not issued. The reason is, the parents of students have asked when their child’s diploma will be issued. “Those who have not left are the majority in private madrasas. Currently, teachers are under pressure from students’ parents because their children have not received a diploma. Public madrasas have left,” he added.
After giving oration for a while, the madrasa representative held a closed meeting in the room of the Head of the Ministry of Religion. They were met by the Head of the Ministry of Religion Zuhri, the Head of Madrasah Education Section, Enim Hartono, Sugiyo from the Ministry of Religion of East Java, and a number of other officials in the Ministry of Religion of Kediri Regency.
About 1 hour of conducting the meeting, they then met the teachers who were demonstrating in front of the Ministry of Religion office and said that their demands were being met. BOS will be disbursed this November. The certainty of the disbursement of BOS funds was immediately greeted with joy by the teachers and administrators of the madrasah.
Enim Hartono, Head of Madrasah Education Section at the Ministry of Religion of Kediri Regency, explained that the reduction in BOS funds occurred nationally because of equity. Only, the reduction in each region is not the same. “If the Rp. 100 thousand reduction is the savings from the refocusing policy, according to the Regulation of the Director General of Islamic Education. About the 50 percent cut, because not all of the proposals were approved. For example, proposing 40, which is realized immediately, 30, which is submitted in the first phase of 20. The rest is submitted after monitoring and evaluation. That’s what sparked a 50 percent cut. Even though it is because of the reduction, “he said.
Regarding the diplomas that have not yet been issued, Enim said that diplomas are indeed experiencing a national shortage. In East Java there is a shortage of around 20,000 diplomas. “If there are students who need a photocopy of a diploma, they can coordinate with the Kasi, so that they will be given a temporary graduation certificate,” he added.
Meanwhile, Sugiyo, representative of the East Java Ministry of Religion who was present at the action, explained that in 2021 the student data will be based on an education management system or EMIS (Education Management Information System). So if the data for new students at private madrasah are not entered by EMIS on schedule, they will not be able to get BOS that year. “Because private madrasah often accept students in the middle of the road or do not immediately enter student data into EMIS. This situation is part of the problem of student data collection and BOS disbursement, ”he explained. (sul / mam)
