KEDIRI – Kasus proyek TPA 3 Klotok, Kota Kediri, yang kini dalam penyelidikan Kejaksaan Tinggi (Kejati) Jawa Timur, memang banyak mengundang pertanyaan masyarakat. Bagi sebagian masyarakat sekitar, tidak terkejut dengan adanya pemeriksaan Kejati pada proyek itu. Ada yang menyebut proyek itu terkesan dipaksakan, ada yang mengatakan terkesan besarnya nilai proyek dengan realitas fisiknya kurang sepadan, dan sebagainya.
GAMBAR DESAIN DAN REALITA BERBEDA :TPA 3 Klotok, yang pada gambar perencanaan ada pagar kawat berduri, penanaman pohon Mauni dan pohon Kenanga keliling proyek, ternyata tidak ada barangnya. Kini, proyek TPA 3 ini sedang dilidik Kejati Jatim
Berdasarkan gambar Detail Enginering Design (DED) yang dikeluarkan konsultan perencanaan, pada proyek senilai Rp 7,6 miliar lebih itu setidaknya ada beberapa item yang secara kasat mata saat ini terlihat tidak ada di lokasi proyek. Antara lain, pertama, pagar kawat berduri keliling proyek TPA. Kedua, penanaman pohon keliling lokasi proyek. Ketiga, kecurigaan terkait tanah uruk menggunakan cut and fill.
Untuk penanaman pohon, berdasarkan DED itu, seharusnya yang ditanam adalah pohon Mauni dengan ketinggian 2 meter, berjarak 5 meter, dan pohon Kenangan dengan ketinggian 2 meter, berjarak 3 meter. Dua jenis pohon itu, pada perencanaan, seharusnya ditanam secara zig – zag mengelilingi proyek TPA itu. Namun, dua jenis tanaman pohon itu tidak ada.
Selain itu, ada juga kecurigaan terkait tanah uruk yang digunakan untuk jalan. Tanah uruk untuk jalan itu bukan tanah uruk dari luar, yang disesuaikan dengan spek tanah uruk. Tetapi ada kecurigaan urukan jalan itu menggunakan tanah bekas kerukan area makam yang dipindahkan, saat proyek TPA berjalan.
“Jika betul tanah uruk jalan itu bukan dari luar, kalau model pemindahan tanah seperti itu umumnya disebut cut and fill, hanya memindahkan tanah dengan jarak kurang dari 500 meter. Umumnya, yang disebut tanah uruk itu didatangkan dari luar, tanahnya disesuaikan dengan spek. Tanah di sekitar situ (kompleks TPA 3,red) memang banyak yang bercampur dengan batu,”ujar salah seorang praktisi proyek konstruksi di Kediri.
Sedangkan satu satu pegawai DLHKP yang bertugas di lokasi TPA 3, saat ditemui di lokasi, mengaku tidak tahu apa-apa terkait proses pembangunan proyek TPA 3. Baik terkait pagar kawat berduri dan pohon Mauni dan Kenanga yang tidak ada atau tidak tertanam di lokasi TPA 3. Saat ditanya tentang board pengumuman proyek di lokasi, dia menyebut board itu sudah hilang. “Ya sudah rusak Mas, dulu ada, dari tripleks,”katanya.
Seperti diberitakan, Proyek TPA 3 di Klotok, Kota Kediri, tahun 2019, kini dalam proses penyelidikan Kejaksaan Tinggi Jawa Timur, karena diduga ada penyimpangan keuangan atau korupsi. Sejumlah saksi, baik dari internal Dinas Lingkungan Hidup, Kebersihan, dan Pertamanan (DLHKP) Kota Kediri, maupun dari luar DLHKP, sudah mulai diperiksa.
Sementara itu, Didik Catur, Kepala DLHKP Kota Kediri, saat akan ditemui untuk konfirmasi di kantornya, lagi-lagi dia tidak ada di tempat. Saat dihubungi melalui saluran WA, tidak juga ada jawaban. “Orangnya (Didik Catur, red), keluar Mas,”ujar salah satu staf di DLHKP. (mam)

For some of the surrounding community, they were not surprised by the Prosecutor’s investigation of the project. There are those who say that the project seems to be forced, some say that it seems that the value of the project is not commensurate with its physical reality, and so on.
Based on the Detailed Engineering Design (DED) image issued by the planning consultant, in the project worth more than Rp. 7.6 billion, there are at least a number of items that are visible to the naked eye at this time, which do not appear to be in the project location. Among other things, first, the barbed wire fence around the TPA project. Second, planting trees around the project site. Third, the suspicion related to landfill using cut and fill.
For tree planting, based on the DED, what should be planted is a Mauni tree with a height of 2 meters, a distance of 5 meters, and a Kenangan tree with a height of 2 meters, a distance of 3 meters. The two types of trees were supposed to be planted in a zigzag manner around the landfill project. However, the two types of tree plants do not exist.
In addition, there are also suspicions about the landfill being used for roads. The landfill for the road is not landfill from outside, which is adjusted to the spec of landfill. However, there are suspicions that the road backfill used land from the excavation of the grave area that was moved when the TPA project was underway.
“If it is true that the landfill for the road is not from the outside, if this model of land removal is generally called cut and fill, it only moves the land with a distance of less than 500 meters. Generally, what is called landfill is imported from outside, the land is adjusted to the spec. The land around there (TPA complex 3, red) is indeed mixed with stones, ”said a construction project practitioner in Kediri.
Meanwhile, one DLHKP employee who was on duty at the TPA 3 location, when met at the site, admitted that he did not know anything regarding the construction process of the TPA 3 project. When asked about the project announcement board at the location, he said the board was missing. “Yes, it’s damaged Mas, there used to be, from plywood,” he said.
As reported, the TPA 3 Project in Klotok, Kediri City, in 2019, is now in the process of being investigated by the East Java High Court, because it is suspected of financial irregularities or corruption. A number of witnesses, both from the internal Department of Environment, Cleanliness and Landscaping (DLHKP) of Kediri City, as well as from outside the DLHKP, have begun to be questioned.
Meanwhile, Didik Catur, Head of DLHKP Kota Kediri, was about to be met for confirmation at his office, again he was not there. When contacted via the WA channel, there was also no answer. “The person (Didik Catur, red), left Mas,” said one of the staff at DLHKP. (mam)
