Selama Januari 2021, tanpa Kegiatan Apapun
KEDIRI – DPRD Kota Kediri, diisukan sedang ‘mogok kerja’. Selama Januari 2021, sama sekali tidak ada kegiatan. Sehingga untuk Bulan Januari 2021, seakan praktis mereka ‘makan gaji buta’. Memasuki awal Februari 2021 ini, juga sama sekali belum ada kegiatan. Bahkan, Badan Musyawarah (Bamus) yang menjadwalkan kegiatan anggota DPRD, juga belum ada rapat apapun. Artinya, untuk kegiatan dewan selama Februari 2021, sama sekali belum ada jadwal. Alasannya, karena covid-19 sedang naik.
Sumber-sumber yang berhasil dihubungi Kediripost, termasuk sebagian anggota dewan, menyebut kasus ‘mogok kerja’ DPRD Kota Kediri itu bukan semata-mata persoalan Covid-19. Karena rapat-rapat masih bisa dilakukan secara virtual atau pertemuan terbatas. Tetapi lebih terkait dengan Peraturan Presiden (Perpres) No. 33 Tahun 2020 tentang Standar Harga Satuan Regional, yang di dalamnya juga mengatur tentang honorarium, biaya perjalanan dinas, biaya rapat, dan lain-lain, yang mulai berlaku 1 Januari 2021.
Efek dari Perpres 33 itu, salah satunya di biaya perjalanan dinas anggota DPRD. Jika sebelumnya per hari perjalanan dinas mereka bisa mendapatkan sekitar Rp 1,4 juta, dengan adanya Perpres No. 33 itu tinggal sekitar Rp 400 ribu. Begitu juga dengan biaya rapat-rapat, honor mereka mengalami penurunan signifikan. “Ya memang turun drastis. Tapi kalau yang punya utang di bank, kalau gak ada kegiatan seperti sekarang kan repot? Dari mana bisa bayar utang?,”ujar salah seorang anggota DPRD Kota Kediri, yang merasa kurang sreg dengan penghentian kegiatan dewan itu.
Meski hanya menerima Rp 400 ribu per hari perjalanan dinas, lanjut sumber itu, sangat berarti bagi anggota dewan yang membutuhkan. Karena bisa untuk tambah-tambah. “Ya harus diakui, kita sangat butuh itu. Mengandalkan gaji bulanan, tidak bisa,”tambahnya.
Kondisi ini, berbeda dengan satuan kerja lain, seluruh dinas di Kota Kediri, semua masih masuk semua seperti biasa. Di DPRD Kabupaten Kediri dan DPRD lain di sekitar Kediri, seperti DPRD Nganjuk, dan DPRD Tulungagung, juga tetap berjalan meskipun banyak kegiatan yang dilakukan secara virtual atau rapat yang dihadiri langsung secara terbatas.
Sementara itu, Ketua DPRD Kota Kediri, Gus Sonoto, saat akan dikonfirmasi, dia sedang tidak ada di tempat. “Tadi ada, tapi sudah pulang,”ujar salah seorang staf di Sekretariat DPRD Kota Kediri.
Sedangkan Wakil Ketua DPRD Kota Kediri, Katino, saat dikonfirmasi melalui seluler, mengatakan DPRD Kota Kediri sedang tidak ada kegiatan karena persoalan covid-19 yang sedang naik. Sehingga mereka rawan terpapar. “Kondisinya seperti ini, kan rawan. Dinas-dinas kan juga banyak yang terpapar. Kalau mau rapat dengan dinas, masih riskan,”kata Katino.
Saat ditanya bahwa dewan kota ‘mogok kerja’ karena Perpres No. 33 mulai diberlakukan sejak 1 Januari 2021. Katino mengelak. “Ya tidak lah,”katanya.
Katino menjelaskan, dia sudah mulai komunikasi dengan pimpina DPRD Kota Kediri, termasuk Firdaus, rencananya Bamus akan melakukan rapat pada 9 Februari mendatang. (mam)

The sources contacted by Kediripost, including some members of the council, said the Kediri City DPRD ‘strike’ case was not merely a Covid-19 issue. Because the meetings can still be held virtually or the meetings are limited. But it is more related to Presidential Regulation (Perpres) No. 33 of 2020 concerning Regional Unit Price Standards, which also regulates honoraria, official travel costs, meeting fees, and others, which will take effect on January 1, 2021.
One of the effects of Perpres 33 is the cost of official travel for DPRD members. Previously, per day of business trips they could get around Rp. 1.4 million, with the Presidential Decree No. 33 that left around Rp. 400 thousand. Likewise with the cost of meetings, their honorarium decreased significantly. “Yes, it has dropped dramatically. But if you have debt in the bank, if there are no activities like now, right?
