Kejaksaan Perlu Fair untuk Debitur Lain
KEDIRI – Ruginya BPR Kota Kediri hingga miliaran rupiah pada 2019 dan 2020 atau setelah tahun politik, yaitu Pilkada Walikota 2018 dan Pemilihan Legislatif (Pilleg) – Pemilihan Presiden (Pilpres), menimbulkan kecurigaan kemungkinan adanya pemanfaatan kredit BPR Kota Kediri untuk kepentingan politik secara langsung atau tidak langsung. Sehingga, mengakibatkan Non Performing Loan (NPL) atau kredit bermasalah yang sangat tinggi.

“Jika benar isu bahwa sejumlah politisi, mantan anggota DPRD dan anggota DPRD melakukan utang tidak sesuai prosedur normal dan tanpa jaminan sepadan, layak dicurigai bahwa BPR Kota ada kemungkinan dimanfaatkan untuk kepentingan politik dan sudah keluar dari koridor kepentingan bisnis dan ekonomi masyarakat. Bisa dikatakan, BPR Kota ‘dikuasai’ politisi,”ujar Masduki, ketua Jaringan Masyarakat dan Santri (Jamasan) Kediri.
Seperti diberitakan, BPR Kota Kediri kini dalam proses penyidikan Kejaksaan Negeri (Kejari) Kediri, karena adanya dugaan penyimpangan dalam proses pencairan kredit. Sementara, baru satu kasus yang disidik Kejari, yaitu kasus kredit macet senilai Rp 600 juta dengan debitur Ida Riyani. Sedang debitur lain yang bermasalah, masih aman.
Masduki meminta Kejari Kediri untuk fair dan tidak tebang pilih dalam menangani kasus kredit bermasalah di BPR Kota Kediri. Sebab, kasus serupa diisukan tidak hanya pada Ida Riyani. Tetapi, ada sebagian politisi dan pejabat yang diisukan kreditnya bermasalah. “Jangan sampai kasusnya dilokalisir hanya untuk wong cilik seperti Ida Riyani. Jangan sampai uang rakyat seakan jadi ‘mainan’ politisi untuk kepentingan pribadi. Karena BPR Kota milik rakyat,”tandas Masduki.
Menurut Masduki, jika Kejari hanya berhenti di kasus kredit bermasalah debitur Ida Riyani, akan mengesankan ke masyarakat bahwa Kejaksaan tebang pilih dalam menangani kasus. Hanya akan menjadi lips service seakan-akan menegakkan hukum dan tidak akan memiliki efek jera ke politisi dan pengambil kebijakan. “Peran OJK (Otoritas Jasa Keuangan) dalam mengawasi BPR Kota, juga layak dipertanyakan. Karena seharusnya OJK sudah mengetahui berdasarkan laporan BPR ke OJK. Ini sangat penting untuk menyelamatkan uang rakyat. Jangan sampai terjadi pembiaran penyimpangan,”tambah Masduki. (mam)

Meanwhile, only one case has been investigated by the Prosecutor’s Office, namely the case of bad credit worth Rp. 600 million with debtor Ida Riyani. Meanwhile, other debtors with problems are still safe.
Masduki asked the Kediri Prosecutor’s Office to be fair and not selective in handling non-performing loan cases at BPR Kota Kediri. This is because a similar case was rumored not only to Ida Riyani. However, there are some politicians and officials who are rumored to have credit problems. “Don’t let the case be localized only to the little wong like Ida Riyani. Do not let public money seem to be a politician’s “toy” for personal gain. Because BPR Kota belongs to the people, “said Masduki.
According to Masduki, if the Attorney General’s Office only stopped in the problematic credit case of debtor Ida Riyani, it would impress the public that the AGO was selective in handling cases. It will only be a lips service as if to enforce the law and will not have a deterrent effect on politicians and policy makers. “The role of the OJK (Financial Services Authority) in supervising City BPRs is also questionable.” Because OJK should have known based on the BPR report to OJK.
