Stempel Dibawa ‘Dinas’, Rp 0,5 Miliar untuk Rombong

Kasus dugaan korupsi terkait bantuan sosial (Bansos) yang disidik Komisi Pemberantasan Korupsi (KPK) dan melibatkan mantan Mentri Sosial, masih terus bergulir. Bagaimana pelaksanaan pemberian hibah, bansos, dan atau bantuan melalui Jaring Aspirasi Masyarakat (Jasmas) di daerah? Baik ke individu atau lembaga? Berikut sebagian fakta dan pengakuan yang ditemukan kediripost.co.id di lapangan. (*)

Ada banyak hal yang agak aneh di berbagai penerimaan bantuan hibah / Bansos/ Jasmas di Kota Kediri. Selain temuan dugaan pemotongan Rp 25 juta untuk ‘pajak’ bantuan dari Disbudpora, ada kesan di sebagian Kelompok Masyarakat (Pokmas) sengaja dibuat dadakan untuk menerima bantuan. Sebagian Pokmas yang ditemui Kediripost.co.id, tidak mengetahui berapa nilai bantuan sebenarnya yang ‘seharusnya’ mereka terima. Bahkan ada Pokmas yang stempel, kop surat, Laporan Pertanggungjawaban (Lpj), mereka tidak tahu, dibawa orang ‘dinas’, dibawa tim anggota dewan, dan sebagainya.

Kelompok Tani (Poktan) Rahayu II, Kelurahan Pojok, Mojoroto, yang mendapatkan bantuan hand tractor lewat Dinas Pertanian, mengaku saat menerima bantuan itu, sama sekali tidak pernah  tandatangan (ttd) satu berkas apapun. Bahkan, berkas  bukti penerimaan bantuan juga tidak pernah ttd. “Hanya mengambil saja di Dinas Pertanian,”kata Kolik, pengurus Poktan Rahayu II.

 Saat ditanya soal nilai dana pasti yang ‘seharusnya’ diterima Poktan, Kolik mengaku tidak tahu. Karena dia juga tidak tandatangan kwitansi.  “Pokok diberitahu untuk mengambil barang, ya kita ambil,”ujarnya.

Bukan itu saja, Poktan  itu juga tidak pernah membawa stempel. Stempelnya dibawa oleh oknum ‘orang’ Dinas Pertanian. Bagaimana jika terjadi penyalahgunaan stempel? Ditanya begitu, Kolik hanya terdiam bingung.  Lalu, bagaimana prosesnya hingga bisa mendapatkan bantuan? “Kata orang dinas, bantuan itu yang mengusulkan anggota dewan,”tambahnya.

Sedikit berbeda dengan Pokmas Werkudoro, Kelurahan Banjaran, Kota Kediri, yang menerima bantuan Rp 538 juta atau Rp 0,5 miliar lebih. Agus Wijanarko, pengurus Pokmas Werkudoro mengakui Pokmas itu dibentuk 2019 saat akan menerima bantuan lewat Jasmas anggota dewan. Bantuan itu, kemudian diwujudkan dalam bentuk rombong dagang PKL yang dibagi ke masyarakat. “Jumlah rombongnya banyak kok Mas,”katanya, saat ditemui di rumahnya.

Namun, Agus mengaku lupa berapa pastinya jumlah rombong yang dibagikan. Saat ditanya soal datanya, Agus mengaku tidak membawa. Karena datanya ditaruh di posko partai atau poskonya anggota dewan. Saat ditanya soal stempel, Agus juga mengaku tidak membawa. “Semuanya di posko. Kalau di rumah nanti malah ketlisut. Rumah saya kotor, umbrek-umbrekan kayak begini,”tandas Agus.

Hal serupa terjadi pada Paguyuban Pedagang Keliling, Suherman, Kelurahan Ngronggo, Kota Kediri, yang mendapat bantuan Rp 189 juta. Sebagai ketua paguyuban, Suherman mengaku anggotanya ada 100 orang lebih, dari Kota dan Kabupaten Kediri, misalnya Ngronggo, Bandar,  Gringging, Ngasem, Kandat, sampai Prambon, Nganjuk. “Tapi mereka berdagangnya keliling di Kota Kediri,”ujar Suherman, pedagang pentol keliling, saat ditemui di rumahnya.

Menurut Suherman, Paguyuban itu dibentuk pada 2019, saat akan menerima bantuan. Suherman juga mengaku tidak menyimpan data-data anggotanya, stempel, atau arsip apapun. Semuanya dikumpulkan di posko anggota dewan. “Tapi dulu belanjanya bersama-sama. Ada yang minta kompor, rombong pentol, dan lain-lain. Sesuai permintaan,”jelas Suherman. (mam/bersambung)

Stamp Taken with ‘Service’, IDR 0.5 billion for Rombong

The alleged corruption case related to social assistance (Bansos) which was investigated by the Corruption Eradication Commission (KPK) and involved the former Minister of Social Affairs, is still ongoing. How is the implementation of grants, social assistance, and / or assistance through Community Aspirations Network (Jasmas) in the regions? Either to individuals or institutions? There are many strange things in the various grants / Bansos / Jasmas receipts in Kota Kediri. Apart from the finding of an alleged deduction of Rp. 25 million for “tax” assistance from Disbudpora, there is an impression that some Community Groups (Pokmas) are deliberately made impromptu to receive assistance. Some Pokmas that Kediripost.co.id met, did not know how much the actual assistance they “should” receive. There are even Pokmas that have a stamp, letterhead, Accountability Report (Lpj), they don’t know, brought by an ‘official’ person, brought by a team of council members, and so on.
The Rahayu II Farmers Group (Poktan), Pojok Kelurahan, Mojoroto, which received hand tractor assistance through the Agriculture Service, admitted that when they received the assistance, they never signed any documents. In fact, the document of receipt of aid has never been signed. “Just take it at the Department of Agriculture,” said Kolik, administrator of Poktan Rahayu II.
When asked about the exact value of funds that Poktan “should” receive, Kolik admitted that he did not know. Because he also didn’t sign the receipt. “The main thing was told to take the goods, we will take it,” he said.
Not only that, the Poktan also never carried a stamp. The stamp was carried by an “person” from the Agriculture Service. What if there is stamp abuse? Asked so, Kolik was silent in confusion. Then, what is the process so you can get help? “The official said that the aid was the one proposing council members,” he added.
Slightly different from the Werkudoro Pokmas, Banjaran Village, Kediri City, which received assistance of Rp. 538 million or Rp. 0.5 billion more. However, Agus admitted that he forgot the exact number of carts that were distributed. When asked about the data, Agus admitted that he didn’t bring it. A similar thing happened to the Mobile Traders Association, Suherman, Ngronggo Village, Kediri City, which received assistance of Rp. 189 million.
