KEDIRI – Pengurukan saluran air tersier di Desa Ngebrak, Kecamatan Gampengrejo, oleh PT. Surya Pamenang, diprotes warga. Sebab, pengurukan itu dilakukan tanpa persetujuan warga, khususnya para petani sekitar pengguna air. Pengurukan itu, terkait dengan rencana pengembangan pabrik PT. Surya Pamenang.

Abdul Basith, salah seorang petani pengguna air di kawasan itu, menjelaskan saluran air tersier itu dalam sejarahnya merupakan bagian dari tanah milik (alm) H. Arifin, di tengah persawahan yang saat itu sangat luas, untuk pembuangan air dari sawah di sekitarnya. Dalam perjalanan selanjutnya, tanah-tanah itu setelah jatuh ke para ahli warisnya, kemudian dijual ke PT. Surya Pamenang. Namun, saluran air tersier itu tidak termasuk dalam bagian tanah yang dibeli.

Kini, posisi lahan saluran air itu berada di tengah-tengah lahan milik PT. Surya Pamenang dan dalam kondisi yang sudah diuruk, rata dengan lahan lain. Bukan itu saja, PT. Surya Pamenang juga sedang mengajukan permohonan penggunaan lahan saluran air itu untuk menjadi Hak Guna Bangunan (HGB). Situasi inilah yang ditolak warga, karena belum ada kesepakatan dengan warga.
“Kalau dirunut dari sejarahnya, lahan saluran tersier itu dari (alm) H. Arifin. Makanya, lahan saluran air itu tidak ada di data kepemilikan negara, baik di desa, Dinas Pengairan, maupun lainnya. Karena memang dulu milik pribadi, tapi tidak ikut disertifikatkan,”ujar Basit, yang juga salah satu keturunan (alm) H. Arifin.
Saluran air tersier itu seluas sekitar 900 m2, dengan lebar sekitar 3 m dan panjang sekitar 300 m. Terkait rencana pemanfaatan saluran air tersier itu oleh PT. Surya Pamenang, sudah pernah dilakukan pertemuan antara warga dengan PT. Surya Pamenang, tapi gagal menemukan kesepakatan.
Jika PT. Surya Pamenang ingin memanfaatkan lahan saluran air itu, lanjut Basith, maka harus ada persetujuan warga sekitar, khususnya petani pengguna air yang ada di sepanjang saluran air tersier itu. “Saya sudah pernah dimintai tandatangan, tapi saya tolak, karena harus ada kesepakatan dengan warga,”tandasnya.
Sementara itu, Ferdy Saputra, bagian umum PT. Surya Pamenang, salah satu yang mengikuti saat pertemuan dengan warga, saat dikonfirmasi melalui saluran WhatsApp, tidak dijawab. (mam)
The Tertiary Channel is Burdened by the Factory, Residents Protested
KEDIRI – Backfilling of tertiary waterways in Ngebrak Village, Gampengrejo District, by PT. Surya Pamenang, protested by residents. This is because the backfill was carried out without the consent of the residents, especially the farmers around the water users. The backfill is related to the PT. Surya Pamenang.
Abdul Basith, one of the farmers who use water in the area, explained that the tertiary water channel was historically part of the land owned by (late) H. Arifin, in the middle of the rice fields which at that time was very large, for disposal of water from the surrounding rice fields. In the next journey, the lands after falling to their heirs, were then sold to PT. Surya Pamenang. However, the tertiary aqueduct was not included in the purchased land portion.
Now, the position of the drainage area is in the middle of the land owned by PT. Surya Pamenang and in a condition that has been buried, level with other land. Not only that, PT. Surya Pamenang is also applying for the land use of the water channel to become a Building Use Rights (HGB). This situation is rejected by the residents, because there is no agreement with the residents.
“According to its history, the tertiary channel land is from (late) H. Arifin. Therefore, the land for the water channel is not in the state ownership data, either in the village, the Irrigation Service, or others. Because it used to be private property, but it was not certified,” said Basit, who is also one of the descendants of (late) H. Arifin.
The tertiary aqueduct covers an area of about 900 m2, with a width of about 3 m and a length of about 300 m. Regarding the plan to utilize the tertiary water channel by PT. Surya Pamenang, there has been a meeting between the residents and PT. Surya Pamenang, but failed to find an agreement.
If PT. Surya Pamenang wants to take advantage of the water channel land, continued Basith, so there must be approval from local residents, especially farmers who use water along the tertiary water channel. “I’ve been asked to sign, but I refused, because there must be an agreement with the residents,” he said.
Meanwhile, Ferdy Saputra, general part of PT. Surya Pamenang, one of those who attended the meeting with residents, when confirmed via WhatsApp channel, did not answer. (mam)
