KEDIRI – Pemerintah Kota Kediri kembali meraih Opini Wajar Tanpa Pengecualian (WTP) selama enam tahun berturut-turut dari Kementrian Keuangan Republik Indonesia. Penyerahan penghargaan dilakukan secara daring pada rangkaian Rakernas Akuntansi dan Pelaporan Keuangan Pemerintah tahun 2020. Saat menyaksikan video conference penyerahan penghargaan WTP ini, Walikota Kediri Abdullah Abu Bakar didampingi Sekretaris Daerah Kota Kediri Budwi Sunu, Kepala BPPKAD Kota Kediri Bagus Alit, dan Plt. Inspektur Inspektorat Kota Kediri Edi Darmasto, Selasa (22/9) di Command Center Balaikota Kediri.

Dalam sambutannya, Menteri Keuangan Sri Mulyani menyampaikan, penghargaan ini diberikan sebagai wujud penghargaan pemerintah atas capaian yang baik, dari seluruh pimpinan kementerian negara, lembaga dan pemerintah daerah yang telah mendapatkan opini WTP atas laporan keuangan tahun 2019. Kemudian yang telah 5 kali berturut-turut mendapatkan opini WTP. Dan yang telah 10 kali berturut-turut mendapatkan opini WTP. “Ini merupakan capaian konsisten dan luar biasa sejak elaksanakan pengelolaan keuangan negara berdasarkan Undang-Undang Keuangan Negara dan Perbendaharaan Negara. Saya berharap capaian dari mereka yang mendapatkan 10 kali berturut-turut WTP bisa menjadi contoh dan tidak dicederai oleh berbagai hal-hal yang bisa menumbuhkan rasa bahwa laporan keuangan tidak menggambarkan tata kelola yang baik,” ujarnya.
Sementara itu, Walikota Kediri Abdullah Abu Bakar mengatakan untuk dapat meraih WTP ini Pemerintah Kota Kediri telah memenuhi empat kriteria. Pertama, kesesuaian standar akuntansi pemerintah. Kedua, kecukupan pengungkapan. Ketiga, kepatuhan terhadap perundang-undangan. Keempat, efektivitas Sistem Pengendalian Intern (SPI). “WTP kami ini sebenarnya sudah enam kali berturut-turut. Tapi karena ini yang diberi penghargaan pemerintah pusat adanya sepuluh kali berturut-turut dan lima kali berturut-turut, ya kita masuk dalam kategori itu. Alhamdulillah kita sudah lebih dari lima kali,” ujarnya.
Menurut Mas Abu , Opini WTP merupakan kewajiban bagi Pemerintah Kota Kediri. Dengan diperolehnya Opini WTP ini berarti penggunaan anggaran Pemerintah Kota Kediri sudah baik. “Mudah-mudahan kita semakin mendapat kepercayaan masyarakat terkait dana yang dikelola pemerintah,” pungkasnya.
Pada kesempatan ini, Kepala BPPKAD Kota Kediri Bagus Alit menambahkan dengan diperolehnya Opini WTP ini, kedepan Pemerintah Kota Kediri akan terus melakukan perbaikan. Apalagi kedepan akan semakin banyak tantangan untuk mempertahankan Opini WTP ini. “Misalnya untuk pengelolaan aset. Terutama sertifikasi aset untuk pengamanan aset. Itu salah satunya. Tantangannya kedepan ada perubahan aplikasi, dulunya SIMDA yang dibuat oleh BPKP, ke depan kita akan gunakan SPIP yang dibuat Kemendagri. Kita harus disosialisasikan kepada OPD agar berjalan dengan baik,” ujarnya.(adv/bd)
Kediri City Government Achieves WTP for 6 Consecutive Years
KEDIRI – Kediri City Government again won Unqualified Opinion (WTP) for six consecutive years from the Ministry of Finance of the Republic of Indonesia. The award was given online at the 2020 Government Financial Reporting and Accounting National Working Meeting. While watching the video conference of the WTP award presentation, the Mayor of Kediri Abdullah Abu Bakar was accompanied by Regional Secretary of Kediri City Budwi Sunu, Head of BPPKAD Kediri Bagus Alit, and Plt. Kediri City Inspectorate Inspector Edi Darmasto, Tuesday (22/9) at the Kediri City Hall Command Center.
In his remarks, Minister of Finance Sri Mulyani conveyed that this award was given as a form of government appreciation for good achievements, from all leaders of state ministries, institutions and local governments who have received WTP opinions on the 2019 financial statements. Then that has been 5 times in a row get WTP opinion. And who has received WTP opinion 10 times in a row. “This is a consistent and extraordinary achievement since implementing the management of state finances based on the Law on State Finance and State Treasury. I hope that the achievements of those who get 10 consecutive WTPs can be an example and not be hurt by various things that can foster a sense that financial reports do not represent good governance, “he said.
Meanwhile, the Mayor of Kediri Abdullah Abu Bakar said that in order to achieve this WTP, the Kediri City Government has met four criteria. First, the suitability of government accounting standards. Second, the adequacy of disclosure. Third, compliance with legislation. Fourth, the effectiveness of the Internal Control System (SPI). “We have actually had our WTP six times in a row. But since this is what the central government has given the award for ten times in a row and five times in a row, yes we fall into that category. Alhamdulillah, we have done it more than five times, “he said.
According to Mas Abu, the WTP Opinion is an obligation for the City Government of Kediri. By obtaining the WTP Opinion, it means that Kediri City Government’s budget use is good. “Hopefully we will gain more public trust regarding government-managed funds,” he concluded.
On this occasion, the Head of Kediri City BPPKAD Bagus Alit added that by obtaining this WTP Opinion, in the future the Kediri City Government will continue to make improvements. Moreover, in the future there will be more challenges to defend this WTP Opinion. “For example, for asset management. Especially asset certification for asset protection. It was one of them. The challenge is that in the future there is a change in the application, previously SIMDA was made by BPKP, in the future we will use the SPIP made by the Ministry of Home Affairs.
