KEDIRI – Kasus dugaan korupsi pengadaan buku SDN di Kota Kediri yang kini disidik Kejaksaan Negeri (Kejari) Kota Kediri, mulai memunculkan sejumlah spekulasi dan isu bahwa Pejabat Pembuat Komitmen (PPKom), akan dijadikan ‘korban’ sendirian, ‘seakan’ sebagai pelaku utama dan satu-satunya pengambul keputusan pada kasus dugaan korupsi buku itu. Padahal, dalam jabatannya dia tergolong pejabat rendahan di dinas.

Isu ini, terus berkembang di kalangan sebagian pejabat Pemkot Kediri sejak beberapa hari belakangan, juga di beberapa kalangan elemen masyarakat. Mereka umumnya tidak yakin, bahwa PPKom saat itu menjadi pelaku utama dan memutuskan sendiri secara faktual, meskipun secara legal dia ikut dalam jenjang proses realisasi pengadaan buku itu. Sebab, masih ada pejabat lain, misalnya pengawas, PPTK. Kuasa Pengguna Anggaran (KPA) atau Kepala Dinas, dan sebagainya. “Kasihan Mas. Isunya dia (PPKom,red) ‘dikorbankan’,”ujar salah seorang pejabat di lingkungan Pemkot Kediri.
Sebagian yang lain, mengaku tidak yakin PPKom bertindak sendiri, atau satu-satunya orang komunikasi dengan para pihak terkait, apalagi memutuskan sendiri, hingga membayar sendiri ke pemenang tender. Karena secara jabatan, PPKom adalah staf atau pejabat yang lebih rendah, yang tidak mungkin mengambil keputusan tanpa sepengetahuan pejabat di atasnya. “Apa mungkin PPKom melangkah sendiri? Kalau itu terjadi, pasti dia akan dimarahi atasan. Karena jabatannya lebih rendah kok berani melangkah sendiri,”ujar salah seorang pejabat lain di dinas yang berbeda, sambil menduga-duga.
Sementara itu, Kasi Intel Kejaksaan Negeri (Kejari) Kediri, Zalmianto SH, saat akan dikonfirmasi dia sedang posisi cuti. Sedangkan Plh Penerangan Hukum (Penkum) Suratman SH, juga belum berani member keterangan terkait perkembangan penyidikan kasus pengadaan buku perpustakaan SDN di Dinas Pendidikan Kota Kediri itu.
Seperti diberitakan, proyek pengadaan buku di Dinas Pendidikan (Disdik) Kota Kediri tahun 2018, diperiksa Kejari karena diduga ada penyimpangan keuangan yang mengarah ke dugaan korupsi. Indikator dugaan adanya korupsi itu, pertama adanya indikasi markup harga. Kedua, ada kekurangan buku 1.436 eksemplar buku yang seharusnya dikirim, yaitu 49.856 buku, tetapi dibiarkan begitu saja. Ketiga, CV pemenang tender, yaitu CV Surya Edukasi, ditengarai hanya dipinjam benderanya dan yang melaksanakan pengadaan adalah Intan Pariwara. (mam)
