Jam Kerja Kades, Disamakan ASN? 

KEDIRI – Para kepala desa (Kades) dan perangkat desa, kini tampaknya harus memulai menyesuaikan pola kerjanya seperti Aparatur Sipil Negara (ASN). Sebab, Bupati Kediri Hanindhito Himawan Pramana alias Dhito, melalui Sekda Dede Sujana, mengeluarkan Surat Edaran (SE) tertanggal 3 Mei 2021, tentang  jam kerja. Berdasarkan SE itu, jam kerja Kades dan perangkat serupa ASN, yaitu mulai 07.30 sampai 15.30. Khusus untuk Jumat, mereka cukup bekerja mulai 07.00 sampai 11.30. Persoalan jam kerja inilah yang kini menjadi dilema bagi sebagian Kades dan perangkat, mengingat layanan di desa umumnya lebih fleksibel, tanpa mengenal jam kerja. Masyarakat sendiri, biasa butuh layanan di luar jam kerja biasa.

JAM KERJA KADES SAMA DENGAN ASN : SE jam kerja Kades dan perangkat desa di Kabupaten Kediri

Kepala Dinas Pemberdayaan Masyarakat dan Pemerintahan Desa (DPMPD) Kabupaten Kediri, Sampurno, membenarkan adanya SE tentang jam kerja itu. SE itu keluar karena adanya sejumlah aduan masyarakat melalui layanan Halo MasBup, acara Jum’at ngopi, dan saluran lain, yang mengaku kurang puas dengan layanan perangkat desa, misalnya pada jam 13.00 atau jam 14.00 di sebagian kantor desa sudah tidak ada orang yang melayani. Padahal masih jam kerja.  “SE ini untuk lebih memperbaiki kinerja Kades dan perangkat desa ke masyarakat,”ujarnya.

Menurut Sampurno, sebenarnya soal jam kerja Kades dan perangkat ini sudah diatur dalam  Peraturan Bupati No. 31 tahun 2017 tentang Susunan Organisasi dan Tata Kerja (SOTK) Pemerintah Desa. “Hanya mungkin, Perbup ini kurang tersosialisasi dan ada beberapa Kades dan perangkat yang kurang memahami masalah ini, mungkin karena Kades dan perangkat baru misalnya,”tandasnya.

Sampurno menjelaskan, terkait masalah pelayanan kepada masyarakat tetap bisa dilakukan se waktu waktu oleh Kepala Desa dan Perangkat Desa, namun terkait jam Kerja Kepala Desa dan Perangkat Desa harus diatur dan disesuaikan situasi dan kondisi dan saya kira tidak perlu dipermasalahkan yang lebih penting ada perubahan perbaikan pelayanan kepada masyarakat yang lebih baik dari sebelumnya.

Sedangkan untuk jam layanan, itu berkaitan layanan terus menerus di masyarakat, yang tidak mengenal waktu. Itu berdasarkan asal usul dan sejarah pemerintahan desa. Karena di desa layanan masyarakat sering terjadi di luar jam kerja, kadang malam hari, sore di luar jam kerja, atau pagi sebelum jam kerja. “Persoalan masyarakat desa itu kompleks, kadang perlu layanan cepat di malam hari, kapan saja dan dimana saja membutuhkan layanan Kades dan perangkat. Sehingga mereka diberi hak pengelolaan tanah bengkok. Karena kompleksnya persoalan layanan langsung di masyarakat desa dan dengan adanya tambahan Siltap bagi Kades dan Perangkat Desa sehingga perlu diatur mengenai jam kerja,”tambahnya.

Sampurno menjelaskan, persoalan jam kerja memang dinilai penting, sehingga tidak perlu ada yang dipersoalkan. “Karena Masbup (Bupati Dhito,Red) menilai perlu peningkatan kinerja dan layanan masyarakat di desa-desa,”tambahnya. (mam)

Working Hours of Head of Village, Similar to ASN?

The Head of the Kediri Regency Community Empowerment and Village Government (DPMPD) Office, Sampurno, confirmed that there was a SE regarding the working hours. The SE came out because of a number of complaints from the community through the Halo MasBup service, Friday coffee events, and other channels, which admitted that they were not satisfied with the services of village officials, for example at 1:00 p.m. or 2:00 p.m. in some village offices no one was serving. Even though it’s still working hours. “This SE is to further improve the performance of the village head and village officials to the community,” he said.
According to Sampurno, actually the matter of working hours of the village head and the equipment has been regulated in Regent Regulation No. 31 of 2017 concerning the Organizational Structure and Work Procedure (SOTK) of the Village Government. “It’s just possible, this Perbup is less socialized and there are some village heads and officials who do not understand this problem, maybe because of the village head and the new apparatus, for example,” he said.
Sampurno explained, regarding the issue of service to the community, it can still be done at any time by the Village Head and Village Officials, but regarding the working hours of the Village Head and Village Officials it must be regulated and adjusted to the situation and conditions and I don’t think it needs to be a problem, more importantly there is a change in service improvement. to society better than ever.
As for service hours, it relates to continuous service in the community, which knows no time. It is based on the origin and history of village government. Because in the village community service often occurs outside working hours, sometimes at night, outside working hours, or in the morning before work hours. “The problems of village communities are complex, sometimes they need fast service at night, anytime and anywhere they need village head services and equipment. So they were given the right to manage crooked land. Due to the complexity of direct service issues in the village community and the additional Siltap for the Head of Village and Village Officials, it is necessary to regulate working hours, “he added.
