RAPAT KPU KABUPATEN KEDIRI TENTANG PENCABUTAN KEPUTUSAN PEMBERHENTIAN TAHAPAN PILKADA

KEDIRI – Komisi Pemilihan Umum (KPU) Kabupaten Kediri, menjalankan kembali tahapan Pilkada setelah sekitar tiga bulan dihentikan karena pandemi Covid-19. Keputusan menjalankan kembali tahapan Pilkada itu, dilakukan dalam rapat pleno KPU Kabupaten Kediri, 14 Juni 2020, dan ditetapan dengan keputusan KPU Kabupaten Kediri nomor : 103/Hk.03.1-Kpt/3506/KPU.Kab/VI/2020 tentang pencabutan keputusan sebelumnya yang menunda tahapan Pilkada.
Rapat itu digelar di ruang media center KPU Kabupaten Kediri, dihadiri Ketua dan anggota komisioner, Sekretaris, Kasubag serta didampingi plt. Sekretaris KPU Provinsi Jawa Timur Suharto, dan jajaran dan Forkopimda Kabupaten Kediri. Dalam rapat itu, mereka sepakat tahapan Pilkada akan dilanjutkan kembali.
Ketua KPU Kabupaten Kediri, Ninik Sunarmi menjelaskan, setelah adanya kesepakatan melanjutkan tahapan Pilkada itu, KPU segera mengaktifkan kembali sejumlah perangkat badan adhoc penyelenggara Pemilu seperti PPK dan PPS, termasuk perangkat pendukung dan operator KPU. “Sebelumnya, mereka diberhentikan sementara pada Mei 2020, karena adanya penundaan tahapan Pilkada secara nasional akibat pandemi Covid-19,” ungkapnya.
Ninik Sunarmi menambahkan, dilanjutkannya tahapan Pilkada itu telah diatur dalam Perpu nomor 2 Tahun 2020 dan juga PKPU nomor 5 Tahun 2020 Tentang Perubahan Ketiga atas PKPU 15 Tahun 2019 Tentang Tahapan, Program dan Jadwal Penyelenggaraan Pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan / atau Wali Kota dan Wakil Wali Kota Tahun 2020.
“Bahwa sesuai PKPU tersebut, KPU Kabupaten Kediri akan mempersiapkan pelaksanaan tahapan yang sempat tertunda tiga bulan. Dimana jadwal pilkada sebelumnya tanggal 23 September ditunda menjadi 9 Desember 2020,”tandasnya.
Ninik menambahkan, KPU Kabupaten Kediri juga akan segera menetapkan nama-nama Sekretariat PPS yang sebelumnya telah diusulkan oleh pihak Pemerintah Desa.“Sekretariat PPS ini nantinya tidak wajib dilantik hanya ditetapkan dengan SK,” tuturnya.
Sebagaimana diketahui, pelaksanaan tahapan Pilkada akan kembali dimulai dari tahap persiapan seperti masa kerja badan penyelenggara Adhoc (PPK, PPS dan KPPS) yang digeser menjadi Juni 2020 sampai Januari 2021 serta pembentukan dan masa kerja Petugas Pemutakhiran Data Pemilih (PPDP) menjadi Juni sampai Agustus 2020. The decision to re-run the stages of the elections was made in the plenary meeting of the KPU of Kediri Regency, June 14, 2020, and determined by the decision of the KPU of Kediri Regency number: 103 / Hk.03.1-Kpt / 3506 / KPU.Kab / VI / 2020 concerning the revocation of the previous decision postpone the stages of the elections.

The Head of KPU of Kediri Regency, Ninik Sunarmi explained, after an agreement to continue the stages of the Pilkada, the KPU immediately reactivated a number of electoral ad hoc bodies such as PPK and PPS, including KPU support and operators. “Previously, they were temporarily suspended in May 2020, due to the postponement of the national election stages due to the Covid-19 pandemic,” he said.
Ninik Sunarmi added, the continuation of the stages of the Pilkada had been regulated in Perpu number 2 of 2020 and also PKPU number 5 of 2020 concerning the Third Amendment to PKPU 15 of 2019 concerning Stages, Programs and Schedules for Organizing the Election of the Governor and Deputy Governor, the Regent and Deputy Regent, and / or Mayor and Deputy Mayor in 2020.
“Whereas according to the PKPU, the KPU of Kediri Regency will prepare for the implementation of the stages which were delayed for three months. Where the previous election schedule on 23 September was postponed to 9 December 2020, “he said.
Ninik added, the Kediri Regency KPU will also immediately determine the names of the PPS Secretariat which had previously been proposed by the Village Government. “The PPS Secretariat will later not be required to be appointed only to be stipulated by a Decree,” he said.
As is known, the implementation of the local election stage will begin again from the preparatory stage such as the working period of the Adhoc organizing body (PPK, PPS and KPPS) which will be shifted from June 2020 to January 2021 and the formation and tenure of the Voter Data Update Officer (PPDP) from June to August 2020 (adv / mam)
