Pandemi, Pemkot ‘Pesta’ Kenaikan TPP?

KEDIRI – Masa pandemi covid-19, bagi masyarakat kecil pada umumnya, hampir selalu dihubungan dengan dampak ekonomi sulit, hasil usaha menurun, usaha kecil di pinggir jalan diobyak – obyak polisi dan Satpol PP, dan sebagainya.

Namun, tampaknya situasi sulit ekonomi di masyarakat itu berbanding berbalik bagi Aparat Sipil Negara (ASN) di Lingkungan Pemkot Kediri. Sebab, Walikota Abdullah Abu Bakar sudah mengeluarkan Peraturan Walikota No. 11/2021, tertanggal 17 Maret 2021, yang isinya terkait kenaikan Tambahan Penghasilan Pegawai (TPP) bagi seluruh pegawai di lingkungan Pemkot Kediri. Prosentase kenaikannya bervariasi, antara 100 persen sampai hampir 300 persen, sesuai jabatannya. Seakan, terkesan Pemkot ‘berpesta’ di tengah pandemi dan kesulitan masyarakat. 

Kenaikan TPP ini, untuk menambah  item nama-nama pendapatan ASN sebagai take home pay atau uang yang bisa dibawa pulang oleh ASN, antara lain gaji pokok, tunjangan jabatan, tunjangan keluarga, tunjangan beras, tunjangan khusus, honor kegiatan, insentif, dan sebagainya.

Berdasarkan Perwali 11/2021 itu, TPP untuk eselon 2A (Sekda) sebesar Rp 25 juta per bulan, sebelumnya Rp 12 juta atau naik 100 persen lebih. Eselon 2B (assisten) yang sebelumnya 10 juta, naik menjadi Rp 22.5 juta per bulan. Eselon 2B (inspektur) yang semula Rp 10 juta, naik menjadi Rp 21.5 juta per bulan.

Prosentase kenaikan tertinggi berada di eselon 2B, kepala dinas, staf ahli, dan yang setara, yang semula Rp 7 juta, naik menjadi Rp 20 juta per bulan, atau naik hampir 300 persen. Sedangkan eselon 3B seperti Camat dan yang setara, semula Rp 3,5 juta, naik menjadi Rp 10 juta. TPP terendah diterima Jabatan Fungsional Umum (JFU) atau pelaksana pada perangkat daerah, yaitu Rp 2.450.000.

Kepala Dinas Komunikasi dan Informasi (Kominfo) Kota Kediri, Apip Permana, saat dikonfirmasi dengan beberapa pertanyaan terkait keluarnya Perwali 11/2021 ini, yang dikirimkan melalui saluran WA sejak malam hari, tidak ada jawaban apapun. Saat dihubungi melalui telepon, juga tidak diangkat. (mam)  

Pandemic, City Government ‘Party’ to Increase TPP?

KEDIRI – During the Covid-19 pandemic, for the small community in general, it is almost always associated with difficult economic impacts, decreased business results, small businesses on the side of the road were torn apart by the police and Satpol PP, and so on.
However, it seems that the difficult economic situation in the community is reversed for the State Civil Service (ASN) in the Kediri City Government. This is because Mayor Abdullah Abu Bakar has issued Mayor Regulation No. 11/2021, dated March 17, 2021, which is related to the increase in Additional Employee Income (TPP) for all employees in the Kediri City Government. The percentage of increase varies, from 100 percent to almost 300 percent, according to the position.
The increase in the TPP is to add items to the names of ASN income as take home pay or money that can be brought home by ASN, including basic salary, job allowance, family allowance, rice allowance, special allowance, activity honorarium, incentives, and so on.
Based on Perwali 11/2021, the TPP for echelon 2A (Sekda) was IDR 25 million per month, previously IDR 12 million or an increase of more than 100 percent. Echelon 2B (assistant), which was previously 10 million, has increased to Rp. 22.5 million per month. Echelon 2B (inspector), which was originally Rp. 10 million, increased to Rp. 21.5 million per month.
The highest percentage increase was in echelon 2B, head of service, expert staff, and the equivalent, which was originally Rp. 7 million, increased to Rp. 20 million per month, or an increase of nearly 300 percent. Meanwhile, echelon 3B, such as the Camat and its equivalent, was originally Rp. 3.5 million, up to Rp. 10 million. The lowest TPP is received by the General Functional Position (JFU) or executor in the regional apparatus, namely Rp. 2,450,000.
Head of the Kediri City Communication and Information Office (Kominfo), Apip Permana, when confirmed with several questions regarding the release of Perwali 11/2021, which was sent through the WA channel since evening, there was no answer whatsoever.
