Dana Covid Tak Dilaporkan Dewan

KEDIRI – Masalah penanganan covid-19 di Kota Kediri, khususnya terkait pendanaannya, tampaknya masih ‘gelap’. Berapa kepastian dana yang digunakan untuk penanganan covid-19 selama 2020? Untuk apa saja dana covid itu? Dana apa saja yang diambil untuk refocusing? Berapa nilainya? Setidaknya, ‘gelapnya’ nilai pasti berapa dana  untuk penanganan covid-19 itu, juga terlihat di Laporan Keterangan Pertanggungjawaban (LKPJ ) tahun anggaran 2020, yang disampaikan Walikota Abdullah Abu Bakar ke DPRD Kota Kediri pada akhir Maret 2021 lalu. Pada LKPJ itu, tidak tersampaikan rincian penggunaan dana covid-19 selama 2020.

Hanya, pada LKPJ disampaikan beberapa alokasi dana yang dialihkan untuk penanganan covid-19 antara lain, pertama anggaran Prodamas Plus. Kedua, alokasi belanja tidak terduga. Ketiga, anggaran untuk peningkatan kuantitas dan kualitas Ruang Terbuka Hijau (RTH). Namun, berapa masing – masing alokasi dananya yang tersedot ke penangan covid-19, tidak dijelaskan. Hanya, ada laporan tentang Belanja Tidak Terduga (BTT) senilai Rp 104,3 miliar lebih.

Selain itu, ada juga laporan terkait padat karya, misalnya pada Dinas Tata Ruang, Kebersihan, dan Pertamanan (DTRKP), yaitu rehabilitasi Tempat Pembuangan (Sampah,red) Sementara (TPS) dan penambahan sarana prasarana di 20 titik taman. Namun, lagi – lagi tidak ada penjelasan tentang biaya atau anggarannya.

Temuan kediripost di lapangan, terkait proyek padat karya untuk penanganan dampak covid-19, pada board pengumuman lokasi proyek padat karya itu juga tidak dijelaskan volumenya berapa dan nilainya berapa. Seperti kegiatan ‘Susuk Wangan’ di Kelurahan Ketami, Kecamatan Pesantren, yang dilakukan Dinas Ketahanan Pangan dan Pertanian. Malah, pada board pengumuman itu yang sebelumnya tertulis sumber dana dari Anggaran Tidak Terduga, kemudian ditempeli tulisan bahwa sumber dana dari APBD. 

Anggota Pansus LKPJ DPRD Kota Kediri, Ashari, saat dikonfirmasi mengakui tidak adanya penjelasan rinci anggaran penanganan covid- 19 tahun 2020. Seharusnya LKPJ bisa memotret seluruh dinamika perubahan anggaran, termasuk dana refocusing juga seharusnya dilaporkan secara rinci di LKPJ. Sehingga tidak menimbulkan pertanyaan dan praduga yang bisa menimbulkan efek negatif. Karena jumlahnya cukup besar. “ Kami sendiri pada saat Pansus LKPJ mengalami kesulitan dalam memberikan rekomendasi, karena sajian data yang tidak lengkap,”ujar Ashari.

Sementara itu, Apip Permana, Kepala Dinas Kominfo Kota Kediri, saat dikonfirmasi terkait tidak adanya laporan jumlah dana covid -19 atau refocusing dan penggunaannya, menjelaskan dana refocusing Rp 182.4 miliar lebih, terdiri dari belanja langsung Rp 24.9 miliar lebih dan belanja tidak terduga Rp 157, 4 miliar lebih. “Dana itu untuk penanganan kesehatan Rp 69.5 miliar, penanganan dampak ekonomi Rp 46.3 miliar, dan penyediaan jaring pengaman Sosial Rp 66.5 miliar,”kata Apip.

Berdasarkan keputusan bersama Menteri Dalam Negeri dan Menteri Keuangan, lanjut Apip,  tentang percepatan penyesuaian APBD Tahun 2020 dalam rangka penanganan Covid – 19, sumber dana tersebut bersumber dari dana  rasionalisasi belanja pegawai, rasionalisasi belanja Barang / Jasa sekurang-kurangnya 50 persen dan rasionalisasi belanja modal sekurang-kurangnya 50 persen. At the LKPJ, details of the use of covid-19 funds during 2020 were not conveyed.
However, the LKPJ delivered several allocations of funds that had been diverted for handling covid-19, among others, first the Prodamas Plus budget. Second, unexpected expenditure allocations. Meanwhile, Apip Permana, Head of the Kominfo Office of Kediri City, when confirmed regarding the absence of reports on the amount of covid-19 funds or refocusing and their use, explained that refocusing funds were more than Rp 182.4 billion, consisting of direct expenditure of Rp 24.9 billion more and unexpected expenditure of Rp 157 , 4 billion more. “The funds are for health treatment of Rp 69.5 billion, handling of economic impacts of Rp 46.3 billion, and provision of a social safety net of Rp 66.5 billion,” said Apip.
