Bagaimana pelaksanaan pemberian hibah, bansos, dan atau bantuan melalui Jaring Aspirasi Masyarakat (Jasmas) di daerah? Baik ke individu atau lembaga? Pernik-pernik penerima bantuan hibah / Bansos / Jasmas dewan di Kota Kediri, sangat bervariasi. Ditemukan juga bantuan yang tidak jelas penerimanya, baik nama lembaga penerima maupun alamatnya, yaitu bantuan panitia pembangunan Madrasah Ibtida’iyah (MI) senilai Rp 250 juta. Tidak ditemukan penerimanya MI apa dan alamatnya dimana.

Sementara itu, ditemukannya realitas sejumlah Kelompok Masyarakat (Pokmas) penerima bantuan hibah / bansos / Jasmas di Kota Kediri yang stempel organisasinya dibawa orang lain, dinilai sebagai salah satu indikator adanya ruang kemungkinan penyaluran hibah / bansos bisa terjadi penyimpangan.  Karena, stempel merupakan salah satu identitas legal satu organisasi. “Kalau stempel organisasi sampai dipegang orang lain, hampir bisa dipastikan ada maksud yang kurang baik,” ujar Syamsul Arifin SH, ketua Lembaga Konsultasi dan Bantuan Hukum Indonesia (LKBHI) Nusantara.

Seperti diberitakan, penelusuran Kediripost.co.id terhadap beberapa lembaga atau Pokmas penerima bantuan hibah / bansos /Jasmas dewan di Kota Kediri, ditemukan sejumlah Pokmas yang dibentuk dadakan, eksistensinya diragukan, dan terkesan sekadar formalitas untuk menerima bantuan. Stempel Pokmas dibawa ‘orang’ dewan atau dinas.

Menurut Syamsul Arifin, apabila para ketua Pokmas terkesan tidak tahu apa-apa dan eksistensi Pokmas yang diragukan, potensi penyimpangan penyaluran hibah menjadi sangat besar. Bisa jadi, orang yang tercantum di pengurus Pokmas sebenarnya tidak tahu apa-apa. “Kemungkinan  stempel Pokmas disalahgunakan untuk penyimpangan, laporan palsu misalnya, bisa terjadi.
