Sesuai permintaan,”jelas Suherman. (mam/bersambung)

Examining Grants / Bansos / Jasmas, in the City of Kediri (2)

Stamp Taken with ‘Service’, IDR 0.5 billion for Rombong

The alleged corruption case related to social assistance (Bansos) which was investigated by the Corruption Eradication Commission (KPK) and involved the former Minister of Social Affairs, is still ongoing. How is the implementation of grants, social assistance, and / or assistance through Community Aspirations Network (Jasmas) in the regions? Either to individuals or institutions? The following are some of the facts and confessions that kediripost.co.id found in the field. (*)

There are many strange things in the various grants / Bansos / Jasmas receipts in Kota Kediri. Apart from the finding of an alleged deduction of Rp. 25 million for “tax” assistance from Disbudpora, there is an impression that some Community Groups (Pokmas) are deliberately made impromptu to receive assistance. Some Pokmas that Kediripost.co.id met, did not know how much the actual assistance they “should” receive. There are even Pokmas that have a stamp, letterhead, Accountability Report (Lpj), they don’t know, brought by an ‘official’ person, brought by a team of council members, and so on.
The Rahayu II Farmers Group (Poktan), Pojok Kelurahan, Mojoroto, which received hand tractor assistance through the Agriculture Service, admitted that when they received the assistance, they never signed any documents. In fact, the document of receipt of aid has never been signed. “Just take it at the Department of Agriculture,” said Kolik, administrator of Poktan Rahayu II.
When asked about the exact value of funds that Poktan “should” receive, Kolik admitted that he did not know. Because he also didn’t sign the receipt. “The main thing was told to take the goods, we will take it,” he said.
Not only that, the Poktan also never carried a stamp. The stamp was carried by an “person” from the Agriculture Service. What if there is stamp abuse? Asked so, Kolik was silent in confusion. Then, what is the process so you can get help? “The official said that the aid was the one proposing council members,” he added.
Slightly different from the Werkudoro Pokmas, Banjaran Village, Kediri City, which received assistance of Rp. 538 million or Rp. 0.5 billion more. Agus Wijanarko, a member of the Werkudoro Pokmas, acknowledged that the Pokmas was formed in 2019 when they were going to receive assistance through Jasmas of council members. The assistance, then manifested in the form of street vendors’ group trades which were distributed to the community. “The number of rombong is a lot, Mas,” he said, when met at his house.
However, Agus admitted that he forgot the exact number of carts that were distributed. When asked about the data, Agus admitted that he didn’t bring it. Because the data is placed at the party’s post or board member post. When asked about the stamp, Agus also admitted that he didn’t bring it. “Everything is at the post. At home later you will be nervous. My house is dirty, I mess like this, “said Agus.
A similar thing happened to the Mobile Traders Association, Suherman, Ngronggo Village, Kediri City, which received assistance of Rp. 189 million. As chairman of the association, Suherman admitted that there are more than 100 members, from the City and District of Kediri, for example Ngronggo, Bandar, Gringging, Ngasem, Kandat, to Prambon, Nganjuk. “But they trade in the city of Kediri,” said Suherman, a traveling pentol trader, when met at his home.
According to Suherman, the Paguyuban was formed in 2019, when it will receive assistance. Suherman also admitted that he did not keep any member data, stamps, or any archives. Everything is gathered at the board members post. “But used to shop together. Some asked for a stove, a stick stick, and so on. As requested, “explained Suherman. (mam / to be continued)
