Dana Covid Rp 368.5 M, Penanganan Kurang Maksimal?

KEDIRI – Penanganan covid-19  di Kabupaten Kediri yang terkesan kurang maksimal, memunculkan banyak spekulasi di masyarakat. Berdasarkan feedback pembaca kediripost di berbagai saluran, melalui grup WA, redaksional feedback, dan medsos, mayoritas terkesan cenderung menilai penanganan covid setengah hati, saling lempar tanggungjawab, petugas terkesan sekadar show, sampai kurang percaya yang disampaikan pemerintah. Padahal dana yang disiapkan Rp 368.5 miliar.

Di saluran whatsapp misalnya, sebagian menduga kinerja setengah hati petugas covid itu karena persoalan uang. “Dana cukup besar, kok gak ada penanggungjawab, kerja model pie iki?” kata HR. “Goro-gorone duwit, pokok mati di rumah sakit, vonis covid,”ujar SK. “Duite entek palingg… wis emoh kerjo Mas,”kata Um, menduga-duga. “Berita kok covid terus, bosen. Diapusi pemerintah tok. Ben, duite ben dientekne, ben bledos,”kata IS.

Ada juga komentar dari perangkat desa yang warganya meninggal dunia. “Yang bisa kita lakukan menghubungi Pak Camat atau P Kris. BPBD katanya sekarang sulit dihubungi,” ujar KP, perangkat desa, yang berusaha menjelaskan situasi penanganan pemakaman covid di desanya. “Dulu waktu warga ada yang covid sampai meninggal, dana untuk kebutuhan keluarga korban dan tetangganya, mulai beras sampai sabun, ditangani desa, karena tidak ada dari Kabupaten. Kan tidak mungkin saya menelantarkan warga, bisa diamuk orang banyak,”ujar salah seorang kades. “Sekolah gak mlebu-mlebu dibubarkan sekalian. Biar goblok kabeh wong Indonesia,”kata Dk.

Jika memang persoalannya dengan uang, berapa sebenarnya dana Covid di Kabupaten Kediri? Berdasarkan laporan Pemkab Kediri pada pembahasan APBD perubahan 2020, dana covid yang digunakan adalah Rp 368.5 miliar. Yang terbesar adalah dana tidak terduga di BPKAD senilai Rp 229,1 miliar lebih atau sekitar 70 persen.

Secara rinci, dana sebesar Rp 368, 5 miliar itu terbagi di beberapa OPD. Dinas Kesehatan Rp 29,5 miliar lebih. RSUD SLG Rp 27.1 miliar lebih. RSUD Pare (RSKK) Rp 26,9 miliar lebih. Dinas Kominfo Rp 500 Juta. BPBD Rp 5,3 miliar lebih. BPKAD (Belanja Tidak Terduga) Rp 229,9 miliar lebih. Dinas Pendidikan Rp 49,1 miliar lebih. Dana ini belum termasuk dana desa yang ada digunakan untuk covid, yang berada di desa masing-masing.

Kepala BPKAD Kabupaten Kediri, Erfin Fatoni mengakui soal total dana untuk covid senilai Rp 368.5 miliar itu. Dana itu merupakan hasil refocusing.  Penggunaannya, dana tidak terduga itu antara lain untuk penanganan dampak kesehatan (di Dinkes, Puskemas, RSUD), penanganan dampak ekonomi (KPD teknis seperti DKPP, Dinas Perikanan, Pertanian, Dinas Perdagangan, Kopusmik,  Bagian Perekonomian, BPBD, Dinsos). Dan jaring pengaman sosial.

Saat ditanya bahwa di Dinas Kesehatan, RSUD, RS SLG, dan BPBD, sudah ada dana tersendiri dan terlihat adanya penganggaran yang serupa di BPKAD dan OPD lain, misalnya soal di RSUD Pare (RSKK) yang menganggarkan APD misalnya, di Dinkes menganggarkan Rp 15 miliar lebih dan di BPKAD nilai Rp 14 m lebih, Erfin tidak menjelaskan langsung. Dia menjelaskan secara umum, bahwa BPKAD menjalankan fungsi sebagai satuan kerja pengelola keuangan daerah yang mengelola anggaran BTT. SKPD teknis menggunakan anggaran BTT tersebut sesuai Amanat Permendagri 20/2020 dan Inmendagri 1/2020 untuk penanganan dampak kesehatan, dampak ekonomi dan jaring pengaman sosial. “Realisasi penggunaan anggaran setiap bulan disampaikan kepada Kementerian Keuangan dan Kemendagri,”ujarnya.

Sementara itu, di Kota Kediri, Puskesmas Balowerti layanan umum ditutup sementara, sejak Jumat (4/12/2020), karena ada informasi pegawainya terpapar covid-19. Meski demikian, di Puskesmas tetap ada orang yang piker di halaman kantor untuk memberi penjelasan jika ada warga yang datang. “Wah…. kita tidak berwenang memberi keterangan Mas. Coba ke pimpinan saja,”ujar salah seorang yang piket, saat ditemui Kediripost.
