Usulan ‘Digantung’, BPD Geruduk Pemkab

Ancam Tolak Tandatangani APBDes 2021

KEDIRI – Ribuan anggota Badan Perwakilan Desa (BPD) yang tergabung dalam Forum Komunikasi BPD (FKBPD) se-Kabupaten Kediri, Kamis (3/9/20) menggeruduk Pemkab Kediri karena usulan mereka terkait Perda kenaikan tunjangan dan Bimbingan Teknis (Bimtek) anggota BPD dinilai digantung, tidak segera dipenuhi, dan tidak jelas jluntrungnya. Padahal mereka sudah beberapa kali menggelar Rapat Dengar Pendapat (RDP), tetapi pelaksanaannya belum jelas. Dalam aksinya itu, mereka membawa sejumlah poster, sepanduk, bendera, dan orasi tekait tuntutan mereka. Mereka mengancam tidak akan menandatangani APBDes, jika tuntutan mereka tidak segera disetujui.

Sofyan Ali, Ketua FK BPD DPC ABPEDNAS Kabupaten Kediri menjelaskan aksi ini merupakan bentuk kekecewaan terhadap pemerintah daerah, karena usai dilantik pada September 2019 lalu sama sekali belum ada Bimtek untuk anggota BPD.

Mereka juga menuntut tunjangan BPD minimal 20 persen dari penghasilan tetap (SILTAP) kepala desa yang diambilkan dari Anggaran Dana Desa (ADD), yaitu Rp 3 juta per bulan. Sehingga tunjangan BPD seharusnya sekitar Rp 600 ribu sampai Rp 700 ribu per bulan, karena risiko kerja mereka serupa dengan kepala desa dan tugas BPD. “Salah satunya, jika ada kepala desa yang diperiksa kasus hukum, BPD juga akan ikut-ikutan diperiksa. Karena BPD juga ikut tandatangan APBDes,”kata Ali.

Sementara itu, Budi Nugroho, dewan penasehat FKBPD menjelaskan, tunjangan peningkatan kesejahteraan dan operasional BPD selama ini sangat kecil, Rp 100 ribu hingga Rp 300 ribu, sesuai kondisi desa masing-masing. Nilai itu tidak sebanding dengan risiko BPD. “Sebenarnya tuntutan kita itu ringan kok,”ujar Budi.

Setelah beberapa saat orasi melakukan aksi di depan pintu kantor Pemkab Kediri, sejumlah perwakilan BPD ditemui komisi I DPRD Kabupaten Kediri dan Plt Kepala DPMPD, Sampurno, mereka ditemui di ruang rapat Komisi I untuk melakukan musyawarah.

Di depan para perwakilan pengurus FKBPD, anggota komisi I, Kuswanto, menjelaskan bahwa Raperda BPD itu sudah dibahas Pansus dengan ekekutif, tetapi belum tuntas. Kuswanto berjanji akan membahas lagi Perda itu mulai minggu depan.   Hanya saja, soal penetapan Perda Kuswanto belum bisa menjanjikan kepastiannya, karena posisi Bupati dalam masa transisi. Aturannya, selama 6 bulan sebelum masa jabatan berakhir dan 6 bulan setelah jabatan terisi, Bupati tidak boleh mengambil kebijakan strategis. “Ini kan masa transisi. Jadi Bupati tidak boleh mengambil kebijakan. Tapi kita upayakan secepatnya,”tandas Kuswanto.

Sementara itu, Plt ketua DPMPD Kabupaten Kediri, Sampurno menjanjikan Bimtek BPD segera dilaksanakan mulai Oktober mendatang. Sebab, sebenarnya dananya sudah disiapkan. Tetapi karena adanya pandemic Corona, terpaksa ditunda karena tidak boleh berkumpul dalam jumlah besar. “Nanti akan kita laksanakan bertahap mulai Oktober dengan memenuhi protocol kesehatan,”tambah Sampurno. KEDIRI – Hundreds of members of the Village Representative Body (BPD) who are members of the BPD Communication Forum (FKBPD) throughout Kediri Regency, Thursday (3/9/20) raided the Kediri Regency Government because of their proposal related to the local regulation on increased allowances and Technical Guidance (Bimtek) for BPD members judged to be hanged, not immediately fulfilled, and not clear. Even though they have held several Hearing Meetings (RDP), the implementation is not yet clear. In this action, they brought a number of posters, banners, flags, and orations regarding their demands. They threatened not to sign the APBDes if their demands were not immediately approved.
Sofyan Ali, Chairperson of FK BPD DPC ABPEDNAS Kediri Regency, explained that this action was a form of disappointment with the local government, because after being inaugurated in September 2019 there was no technical guidance for BPD members.
They also demand a BPD allowance of at least 20 percent of the village head’s fixed income (SILTAP), which is taken from the Village Fund Budget (ADD), which is IDR 3 million per month. So that the BPD allowance should be around Rp. 600 thousand to Rp. 700 thousand per month, because their work risks are similar to those of the village head and the duties of the BPD. “One of them, if there is a village head who is examined in a legal case, the BPD will also be examined as well. Because BPD also signed the APBDes, “said Ali.
Meanwhile, Budi Nugroho, the advisory board of the FKBPD explained that the BPD welfare and operational improvement allowances have been very small, Rp. 100,000 to Rp. 300 thousand, according to the conditions of each village. This value is not proportional to the risk of BPD. “Actually, our demands are light,” said Budi.
After a few moments of speeches taking action at the door of the Kediri Regency Government office, a number of BPD representatives were met by the Commission I of the Kediri Regency DPRD and the Acting Head of DPMPD, Sampurno. They were met in the Commission I meeting room for deliberation.
In front of the FKBPD management representatives, a member of commission I, Kuswanto, explained that the BPD Raperda had already been discussed by the Special Committee with executives, but was not finished. Kuswanto promised to discuss the regional regulation again starting next week. However, the matter of establishing a Perda Kuswanto cannot promise certainty, because the position of the Regent is in a transitional period. The regulation is that for 6 months before the term of office ends and 6 months after the position is filled, the Regent may not take strategic policies. “This is a transitional period. So the Regent cannot make a policy. But we try to do it as soon as possible, “said Kuswanto.
Meanwhile, the Acting Head of DPMPD Kediri Regency, Sampurno promised that the Bimtek BPD will be implemented immediately starting next October. Because, actually the funds have been prepared. But because of the Corona pandemic, it had to be postponed because it was not allowed to gather in large numbers. “Later we will implement it in stages starting October by meeting health protocols,” added Sampurno.
